Yumuşak güç kavramı sert güce alternatif olarak algılanır hale gelmiştir. Ancak yumuşak güç, sert gücün alternatifi olacak şekilde yumuşak bir güç olmayıp çoğu durumda ileri bir sanayi ülkesinin sert gücünün uzantısı olmaktadır. Uluslararası politikada güç bölünemez bir kavramdır. Yumuşak güçlerin tümünün aynı zamanda “sert güç” olması ve “sert güç” olmayan bir “yumuşak güç”ün bulunmaması günümüzdeki uluslararası sistemin gerçeklerini açık bir şekilde sergilemeye yeterli olmaktadır. Güç kavramında köklü bir değişim, ancak uluslararası sistemin de köklü bir değişimden geçmesi halinde mümkün olabilir. Kaldı ki, mevcut durumda yumuşak güç, gerçek anlamıyla güç kavramının gereklerini karşılayamamaktadır.
The concept of soft power has become perceived as a hard power alternative. But the soft power is not a soft power as an alternative to the hard power, and in most cases it is the extension of the hard power of a advanced industrial country. In international politics, power is an inseparable concept. The fact that all of the soft powers are also “hard power” and there is no “small power” without “hard power” is enough to clearly show the facts of today’s international system. A radical change in the concept of power may be possible, but the international system may also pass through a radical change. In the present case, the soft power cannot really meet the needs of the concept of power.
Soft power has gained a status that the concept has been perceived as an alternative to hard power. Yet, soft power is not soft enough to become the alternative of the hard one as it is in most cases nothing more than the extension of hard power, namely an industrial advanced capitalist society. The fact that all of the soft powers are also hard powers and there is not any soft power that is not hard power are adequate enough to demonstrate the realities of the international systems of today. Power in international politics is an indivisible concept. There can only be a transformation in the power concept if there is a true transformation in the power centered logic of the international politics, yet currently soft power is not be able to meet the requirements of a true power concept.
