Türkiye’de 2001 tarihinde yürürlüğe giren Bireysel Emeklilik Tasarruf ve Yatırım Sistemi Kanunu’nda bireysel emeklilik sistemine katılımı arttırmak amacıyla belirli aralıklarla yeni düzenlemeler yapılmaktadır. 2013 yılından itibaren devlet katkısı getirilmiş ve 2017 yılından itibaren de otomatik katılım devreye girmiştir. Bununla birlikte katılım halen dünya standartlarının çok altında kalmaktadır. Bu çalışmada 2017 sonrası sisteme katılımı arttırmak için yapılan düzenlemelerin incelenmesi ve bunun yanında bireylerin sisteme katılma ve katılmama sebeplerinin belirlenmesi amaçlanmıştır. Araştırmada, bireylerin sisteme giriş kararlarını etkileyen faktörlerin belirlenmesinde birebir görüşme yönteminden yararlanılmıştır. Tüm yığını temsil etmesi bakımından bu görüşmeler farklı illerden farklı demografik özelliklere sahip bireylerle gerçekleştirilmiştir. Araştırma sonucunda; bireysel emeklilik sistemine katılma sebebinin öncelikli olarak, gelecek için uzun süreli birikim yapma isteği olduğu görülmüştür. Bireysel emeklilik sistemine dahil olan bireylerden büyük çoğunluğu emekli oluncaya kadar sistemde kalmayı düşünmekte, yaklaşık yarısı için ise sisteme girişte devlet katkı payının etkisi olduğu görülmektedir. Bireylerin geliri arttıkça, bireysel emeklilik sistemine daha çok dahil olmakta, ayrıca bireysel emeklilik sistemine dahil olan bireylerden özellikle evlilerin sistemde uzun süre kalmak istediği görülmektedir. BES’e dahil olmama sebepleri arasında ise en çok öne çıkan beklenildiği gibi gelir yetersizliği ve sisteme olan güvensizliktir.
In Turkey, new regulations are made in certain intervals in order to increase participation in the individual pension system in the Individual Pension Savings and Investment System Act, which entered into force in 2001. Since 2013, the state contribution has been introduced and since 2017, the automatic participation has been activated. However, the participation remains far below the world standards. This study aims to examine the arrangements made to increase participation in the system after 2017 and to identify the reasons for individuals participating and participating in the system. In the study, the method of individual conversation was used in determining the factors that influence individuals’ entry into the system decisions. In terms of representation of the whole crowd, these conversations were conducted with individuals with different demographic characteristics from different regions. The research has shown that the reason for participating in the individual pension system is primarily the desire to make long-term savings for the future. The majority of individuals who are included in the individual pension system are thinking of staying in the system until they retire, and for about half of them the influence of the state contribution in the system is seen. As the income of individuals increases, they are more involved in the individual pension system, and it also appears that individuals who are involved in the individual pension system, especially married people, want to stay in the system for a long time. Among the reasons for being included in the BES, the most prominent is the income failure and uncertainty in the system as expected.
