Bu çalışmanın amacı, dış borçlanma ve ekonomik büyüme arasındaki ilişkiyi seçili Latin Amerika ülkeleri için incelemektir. Latin Amerika ülkelerinin ele alındığı bu çalışmada panel veri analizi ile 1990-2016 yılları arası veriler kullanılmıştır. Bu kapsamda, verilerin öncelikle durağanlığı tespit edilmiş olup, daha sonra panel birim kök testleri uygulanmıştır. Ayrıca, nedenselliğin belirlenmesi amacıyla Emirmahmutoğlu ve Köse (2011) panel nedensellik testi yapılmıştır. Analizler sonucunda, El Salvador, Guyana, Panama, Peru ülkelerinde ekonomik büyümeden dış borçlara doğru tek yönlü nedensellik vardır. Kosta Rika, El Salvador, Honduras, Meksika, Panama ülkelerinde dış borçlardan ekonomik büyümeye doğru tek yönlü nedensellik bulgusu elde edilmiştir. Arjantin, Brezilya, Panama, Paraguay ve Peru’da ekonomik büyümeden rezervlere doğru tek yönlü nedensellik olduğu; Paraguay’da ise, rezervlerden ekonomik büyümeye doğru tek yönlü nedensellik olduğu tespit edilmiştir. Ülkelerin aldığı dış borçları verimli yatırım alanlarına kanalize etmesi önemlidir. Dış borçların ekonomik büyümeyi pozitif etkilemesi için istikrarlı dış borç yönetimi politikası uygulanması gerekmektedir. Ayrıca, dış borçların alınma nedenleri ülkeler özelinde incelenmeli ve ona göre çözüm bulunmalıdır.
The aim of this study is to study the relationship between external debt and economic growth for the chosen Latin American countries. This study, which was addressed by Latin America countries, used panel data analysis and data between 1990-2016 years. In this scope, the stagnation of the data was first identified, and then panel unit root tests were applied. In addition, for the purpose of determining the causality, the Emirmahmutoğlu and Köse (2011) panel causality test was carried out. According to the analysis, in the countries of El Salvador, Guyana, Panama, Peru, there is a one-way cause from economic growth to foreign debt. In Costa Rica, El Salvador, Honduras, Mexico, and Panama countries, one-way causes have been found from foreign debt to economic growth. In Argentina, Brazil, Panama, Paraguay and Peru, economic growth is one-way, and in Paraguay, one-way, economic growth is one-way. It is important that the foreign debt that the countries receive canals into efficient investment areas. It is necessary to implement a stable foreign debt management policy to positively affect economic growth by external debt. Furthermore, the reasons for receiving external debts should be examined specifically by the countries and the solution should be found accordingly.
