Abstract:

Abstract enSovereignty and regulations in law are among the most important developments that modernism has brought for modern states. Security is one of the most important concepts that should be addressed in the relationship between modern state, sovereignty and law. In addition, public bureaucracy is also designed as a service tool of the executive power. Ensuring peace and security in the states was left to the police organized within the public bureaucracy. Since the old Turkish states, various organizations providing policing services have been established. However, the establishment of the police in Turkey in modern sense was in the era of the Ottoman Empire. The qualities showing the typical features of Turkish public administration such as centralism, seclusion and privacy are seen in the Turkish National Police, and the modernization efforts in the police appeared after the reform efforts in the public bureaucracy in the Ottoman Empire in the beginning of the 19th century. In this study, it is attempted to mention the significance of the link between modern state, security and the police for the Turkish National Police
