Abstract:

In this study it was aimed to determine opinions and suggestions of school principles on decisions taken at 19. National Education Council and legislation no.29026 on appointment and evaluation of school principles. The study was designed using case study method, one of the qualitative study methods. The participants of the study consisted of 11 school principles and vice principles. Data, collected with semi-structured interviews, were analyzed with content-analysis method. Results of the study showed that the participant school principals criticize legislation no.29026 by indicating that does not include an objective appointment system and clear evaluation criteria. On the other hand, the principles evaluated the decisions taken at 19. The National Education Council positively because these decisions emphasize merit and process evaluation but they stated that the evaluation criteria should be clearer and more objective.
