Türkiye’de 2018 yılından itibaren fiilen uygulanmaya başlanan Cumhurbaşkanlığı Hükümet Sisteminin Milli Eğitim Bakanlığı’nın teşkilat yapısı ile görev ve yetkileri üzerindeki etkilerini ortaya koymayı amaçlayan bu araştırmada “doküman incelemesi” yönteminden yararlanılmıştır. Araştırma sonucunda Milli Eğitim Bakanlığı’nın Parlamenter Sistemde sahip olduğu politika belirleme ve strateji geliştirme gibi görevlerin yeni sistemde oluşturulan Eğitim ve Öğretim Politikaları Kurulu’na devredildiği anlaşılmaktadır. Yeni yapılanmada müsteşarlık ve müsteşar yardımcılığı kadrolarının kaldırılarak müsteşarın görev ve yetkileri Bakana, müsteşar yardımcılarının görev ve yetkileri ise kadro sayısındaki sınırlama kaldırılan Bakan Yardımcılarına devredilmiştir. Bakanlık merkez teşkilatındaki hizmet birimleri ile taşra ve yurt dışı örgütleri yerlerini korurken, geleneksel olarak Bakanlık merkez teşkilatı içerisinde görece üstün bir konuma sahip olan Talim ve Terbiye Kurulu Başkanlığı diğer hizmet birimleriyle bir tutulmuş, Milli Eğitim Şurasına ise hiç yer verilmemiştir.
In Turkey, the "document review" method has been used in this study, which aims to reveal the organizational structure of the National Education Ministry of the Presidential Government System, which began to be practically implemented since 2018, and its influence on its duties and powers. The research finds that the tasks such as policy determination and strategy development that the Ministry of National Education possesses in the Parliamentary System have been transferred to the Board of Education and Education Policy created in the new system.
