Bu çalışmada, Milli Eğitim Bakanlığı `nın bütün birimlerinin "fikir ve hareket kaynağı" ve "Bakanlık Makamınınyakın ilmi danışma ve karar organı" (M.E.G.S.B., 1985 (a): 37) olarak nitelenen Talim ve Terbiye Kurulu Başkanlığı `nda kararların hangi aşamalardan geçerek oluştuğu ve kuruluşundan 1992 yılına kadar geçen süre içerisinde hangi konularda ne kadar karar alındığının belirlenmesi amaçlanmıştır.
