Bu çalışmada, Türkiye’de kamu yönetimi konusunda yapılan ve Yükseköğretim Kurulunun “Ulusal Tez Merkezi’nde yer alan yüksek lisans ve doktora tezleri incelenerek söz konusu tez çalışmalarındaki yönelimlerin belirlenmesi amaçlanmıştır. İncelenen tezler, Ulusal Tez Merkezinin konu sekmesinde “kamu yönetimi” anahtar kelimesi taranarak elde edilmiştir. Belge inceleme yönteminin benimsendiği çalışmada tüm zamanlarda kamu yönetimi alanında yapılan 13 binden fazla lisansüstü tezi (yüksek lisans ve doktora) ele alınmıştır. Elde edilen tezlere dair veriler listelenmiş ve tez içerikleri, yapıldığı yıl, yapıldığı üniversite, yazım dili, tez türü (yüksek lisans/doktora) ve konuları gibi kriterler esas alınarak tablolaştırılmış ve yorumlanmıştır. Araştırma sonuçları, kamu yönetimi konusunda 2000 sonrası dönemde kamu yönetimi alanında lisansüstü tez yazımında yukarı yönlü bir ivme yakalandığını, 2019 yılında ise zirvenin görüldüğünü, tezlerin yaklaşık % 90’ının yazım dilinin Türkçe olduğunu göstermektedir. Ayrıca elde edilen sonuçlar uyarınca gelişmiş üniversitelerde yapılan tezlerin sayısının fazla olduğu ve doktora tezlerinin çoğunlukla bu üniversitelerde yapıldığı belirlenmiştir.
In this study, it is aimed to determine the trends in these thesis studies by examining the master's and doctoral theses on public administration in Türkiye and located in the "National Thesis Center" of the Council of Higher Education. The theses examined were obtained by scanning the keyword "public administration" in the subject tab of the National Thesis Center. In the study, in which the document review method was adopted, more than 13 thousand postgraduate theses (master's and doctorate) made in the field of public administration at all times were discussed. The data on the theses obtained were listed and the thesis contents were tabulated and interpreted on the basis of criteria such as the year it was made, the university it was made, the language of writing, the type of thesis (master's/doctorate) and its subjects. The results of the research show that in the post-2000 period, there has been an upward momentum in the writing of postgraduate thesis in the field of public administration, and the peak has been seen in 2019, and the written language of approximately 90% of the theses is Turkish. In addition, according to the results obtained, it was determined that the number of theses made in developed universities was high and doctoral theses were mostly made in these universities.
