En basit ve genel tanımıyla halkın kendi kendini yönetmesi olarak tanımlayabildiğimiz demokrasi, tarihsel süreç içerisinde farklı toplumlarda farklı şekillerde uygulanagelmiştir. Günümüzde uygulanan ve geniş ölçekli kabul görmüş olan liberal temsili demokrasi modeli ise birçok açıdan yetersiz bulunmakta ve eleştirilmektedir. Bu eleştiriler aynı zamanda liberal temsili demokrasiye farklı alternatifler geliştirilmesi çalışmalarını da içermektedir. Özellikle kentsel nüfusun artması ile birlikte, kentlerin siyaset açısından cazibe merkezleri haline dönüşmesi, etkinlik ve verimlilik kavramlarının demokratik ilkeler temelinde tekrar gözden geçirilmesi gerekliliğini de doğurmuştur. Bu çerçevede ortaya konulan ve oldukça da teveccüh gören yeni demokrasi modelleri, vatandaşların karar alma süreçlerinde daha aktif olabilme isteğini karşılama ihtiyacı üzerinden daha kapsayıcı uygulamalar etrafında şekillenerek katılım ve müzakere kavramları üzerinden yeniden yorumlanmaya başlanmıştır. Müzakereci demokrasi yaklaşımı da, klasik demokrasi modellerinin eleştirildiği hususlara alternatif olarak modern dönem demokrasi anlayışı üzerinden şekillenmiş bir yaklaşım olması sebebiyle dikkat çekmektedir. Bu amaçla çalışmada, klasik demokrasi anlayışının eleştirilen hususları üzerinden değerlendirilme yapılarak, müzakereci demokrasinin temel varsayımları açıklanmaya çalışılacaktır. Bununla birlikte tarihsel ve teorik köken olarak demokrasinin gelişimi, liberal temsili demokrasinin özellikleri ve eleştirilen yönleri de tartışılacaktır.
With the simplest and most general definition, democracy, which we can define as the self-government of the people, has been applied in different ways in different societies in the historical process. The liberal representative democracy model, which is now applied and widely accepted, is in many ways insufficient and criticized. These criticisms also include the efforts to develop different alternatives to liberal representative democracy. In particular, with the increase in urban population, the need for cities to become political attractions and the re-revision of the concepts of efficiency and efficiency on the basis of democratic principles has also arisen. The new democracy models presented in this framework and seen quite a lot, have begun to be reinterpreted through the participation and negotiation concepts, formed around more comprehensive practices on the need to meet the desire of citizens to be more active in the decision-making processes. The negotiating democracy approach is also attracted because it is an approach formed through the modern era democracy as an alternative to the aspects in which the classic democracy models are criticized. For this purpose, the study will try to explain the basic assumptions of negotiating democracy by evaluating the critical aspects of the classical democracy. However, the development of democracy as a historical and theoretical source, the characteristics of liberal representative democracy and the critical aspects will also be discussed.

The deliberative democracy also draws attention because it is an approach shaped through the modern era of democracy, as an alternative to the issues in which classical democracy models are criticized. For this purpose, the main assumptions of deliberative democracy will be explained by evaluating the criticized issues of classical democracy understanding. Also, the development of democracy as a historical and theoretical origin, the characteristics and criticism of liberal representative democracy will also be discussed.
