Profesyonelleşme Sürecinde Meslek Örgütlerinin Rolü: Pandemi Sürecinde Niteliksel Bir Analiz

Çalışmada bir mesleğin profesyonelleşmesi açısından meslek örgütlerinin rolü incelenmektedir. Ülkemizde hemşirelik mesleğinin profesyonelleşme sürecini henüz tamamlamadığı ve kriz dönemlerinde kurumsal değişimlerin daha mümkün olduğu kabullerinden hareketle, Covid-19 pandemi döneminde Türkiye’de hemşirelik meslek örgütlerinin davranışları niteliksel yöntemle analiz edilmiştir. Bu kapsamda hemşirelik meslek örgütleri ile Sağlık Bakanlığı resmi web siteleri ve hemşirelik meslek örgütleri veya mesleği temsilen akademisyen/sağlık çalışanı bireylerin medyada yer alan açıklama ve paylaşımları incelenmiştir. Bulgular, Türkiye’deki hemşirelik meslek örgütlerinin (i) mesleğin icra edilmesine dair kural ve standartların oluşturulması ve bu standartlara uygunluğun gözetimi, (ii) meslek mensuplarının çıkarlarının savunulması, (iii) mesleki yetki alanını genişletilmesi, (iv)meslek mensupları adına sözcülük, (v) müzakerecilik rolleri üstlenme taleplerinde bulunduklarına işaret etmektedir. Bulgular ayrıca hemşirelik meslek örgütlerinin (i) mesleği Bilim Kurulu ve İl Pandemi Kurullarında temsil etme; (ii) Bakanlığa görüş/öneri/taleplerini iletme, (iii) meslek mensuplarının çalışma şartları, iş güvenliği ve sağlığına dair şikâyet ve taleplerini kitlesel ve sosyal medya aracılığıyla dile getirerek karar alıcıları etkileme (lobicilik)girişimlerinde bulunduklarını göstermektedir. Kısıtlar ve gelecek çalışmalar için öneriler tartışılmıştır.

The role of professional organizations in the study is examined in terms of the professionalization of a profession. In our country, as the professionalization process of nursing has not yet been completed and the acceptance that corporate changes are more possible during crisis periods, the behavior of nursing professional organizations in Turkey during the Covid-19 pandemic period has been analyzed in a qualitative way. In this context, nursing professional organizations and the official websites of the Ministry of Health and nursing professional organizations or the profession represented academic/health workers have been examined the publications and shared in the media of individuals. The findings indicate that the nursing professional organizations in Turkey (i) establish the rules and standards for the performance of the profession and monitor the conformity to these standards, (ii) defend the interests of the professional members, (iii) extend the field of professional competence, (iv) speak in the name of the professional members, (v) negotiating roles. The findings also show that nursing professional organizations (i) represent the profession in the Scientific Council and the Provincial Pandemic Council; (ii) communicate their opinions/suggestions/suggestions to the Ministry; (iii) express their complaints and demands on working conditions, safety and health of the professional members through the mass and social media that they are in the initiative to influence decision makers (lobicity). Restrictions and recommendations for future studies have been discussed.
