Amerika Birleşik Devletleri 11 Eylül 2001 tarihinde terör saldırısına maruz kalmış ve bu saldırıdan sorumlu tuttuğu Afganistan’a 2001 yılının Ekim ayında askeri harekât başlatmıştır. ABD, Afganistan’dan sonra kitle imha silahları olduğunu iddia ettiği Irak’ı hedef almış ve binlerce kilometre uzaklıkta olan Irak’a başarılı bir şekilde operasyon yapabilmek amacıyla bölgede bulunan müttefik ülkelerden destek arayışına girmiştir. Bu kapsamda Irak ile sınır komşusu olan ve ABD’nin bölgedeki güçlü müttefikleri arasında yer alan Türkiye’den de destek istenmiştir. Hükümet, Türkiye’den istenen bu desteğe cevap verebilme gayesiyle TBMM’den yetki talebinde bulunmuştur. 1 Mart 2003 tarihinde TBMM tarafından görüşülen yetki talebine ilişkin oylamanın sonucu beklendiği şekilde gerçekleşmemiş ve salt çoğunluğa ulaşılamadığından tezkere reddedilmiştir. 1 Mart tezkeresinin reddedilmesi ABD tarafında büyük bir hayal kırıklığı yaratmış ve tepkiye neden olmuştur. Tezkerenin TBMM’den geçmemesi bazı Ortadoğu ülkelerinde ise memnuniyet yaratmıştır. 1 Mart tezkeresi hayal kırıklığı ve memnuniyetle birlikte Türkiye’nin uluslararası ilişkilerini de etkilemiş ve bu etkiler günümüze kadar sürmüştür. 1 Mart Tezkeresi, 2002 yılında iktidara gelen Ak Parti’nin vermiş olduğu ilk önemli sınavlardan biri olarak tarih sahnesinde yerini almıştır. Bu çalışmada, 1 Mart 2003 tarihinde TBMM tarafından reddedilen tezkerenin öncesi ve sonrasında yaşanan gelişmeler incelenerek, tezkerenin reddedilmesinin Ortadoğu ve ABD ile olan ilişkilere yansımaları analiz edilmiştir.
The United States of America was exposed to a terrorist attack on 11 September 2001 and launched a military operation against Afghanistan in October 2001 which it held responsible for this attack. The USA targeted Iraq, which it claimed to have weapons of mass destruction after Afghanistan and sought support from allied countries in the region in order to successfully operate in Iraq, which is thousands of kilometers away. In this context, support was requested from Türkiye, which borders Iraq and is among the strong allies of the USA in the region. In order to respond to this support requested from Türkiye, the government requested authorization from the Turkish Grand National Assembly. The result of the voting on the request for authorization discussed by the Grand National Assembly on 1 March 2003 did not materialize as expected and the permit was rejected as an absolute majority could not be reached. The rejection of the 1 March Permit caused a great disappointment on the side of the USA and caused a reaction. The fact that the permit did not pass the Grand National Assembly of Türkiye created satisfaction in some Middle Eastern countries. The 1 March Permit, along with disappointment and satisfaction, also affected Türkiye's international relations, and these effects have continued until today. The 1 March Permit took its place on the stage of history as one of the first important tests given by the AK Party, which came to power in 2002. In this study, the developments before and after the resolution rejected by the Grand National Assembly of Türkiye on 1 March 2003 were examined, and the reflections of the rejection of the permit on the relations with the Middle East and the USA were analyzed.
