Abstract:

The Constitutional amendment made within the scope of the "Law on Amending the Constitution" dated 21/01/2017 and numbered 6771 was approved by the referendum held on 16/04/2022 and entered into force as of 09/07/2018. The Presidential government system, which replaces the parliamentary system and is a Turkish-specific adaptation of the presidential system in the USA, is a monistic system in which the executive power is given to the President, who is the head of the state, alone, according to Article 104 of the 1982 Constitution. In the emergence of the presidential system, the government crises in the past and the belief that the parliamentary system caused unstable governments were the determining factors. One of the most important innovations brought by the presidential system was the concentration of executive power in the President. Unlike the parliamentary system, in the Presidential system, the President needs an organization other than the ministries that assist him while exercising his broad duties and powers. This organization; The office of the Presidency consists of the Presidency of Administrative Affairs, Vice Presidents and Presidency Policy Boards. In the study, a descriptive and discursive methodology is used, using a qualitative method, in an analytical critical framework, generally by making use of primary and secondary sources.
