Bir kaynak sağlama aracı olarak menkul kıymetleştirme sistemi son dönemde hızla gelişen ve kullanılmaya başlayan bir finansal teknik olmaktadır. Menkul kıymetleştirme işlemi ile likit olmayan alacakların, likit hale dönüştürülmesi finansal sisteme fon girişi sağlamaktadır. Menkul kıymetleştirme işlemi birçok alacak ürününe uygulanabilmektedir. Bu durum sayesinde kuruluşlar yeni kaynak elde etmiş olmaktadırlar. Bu çalışmada, menkul kıymetleştirme işlemi incelenmiştir. Menkul kıymetleştirmenin ne şekilde yürümekte olduğuna ilişkin derin bir literatür taraması yapılmış ve menkul kıymetleştirmenin ülkemizdeki durumu değerlendirilmiştir. Menkul kıymetleştirmenin iki türü de (varlığa dayalı, ipoteğe dayalı) ülkemizde kullanılmakta olup sağladığı kazanımların yanı sıra uygulamadaki eksiklikleri de belirlenmiştir. Sonuçta da bu durumun nedenleri sunularak çözüm önerilerinde bulunulmuştur. Bu öneriler, ileride yapılması planlanan kıyaslamalı menkul kıymetleştirme senaryolarının değerlendirilmelerinde esas olarak kullanılacaktır.
As a resource provision tool, the valuation system has become a financial technique that has evolved rapidly and begins to be used in recent years. The process of valuation and non-liquid receipts, converting into liquid, provides the entrance of funds to the financial system. The process of valuation can be applied to many of the products that will be received. Through this, the organizations are getting new resources. In this study, the process of valuation has been studied. A profound literary survey of how the value of mencules is going on has been done and the status of mencules in our country has been assessed. The two kinds of valuation (based on assets, based on mortgage) are used in our country and the benefits it provides, as well as the deficiencies in the application are identified. After all, the reasons for this situation were suggested. These recommendations will mainly be used in the evaluation of the comparative scenes of valuation planned to be made in the future.
