15 Temmuz Sonrası Türkiye’nin Kuzey Irak Politikası

Abstract:

15 Temmuz darbe girişimi Türkiye’nin iç ve dış politikalarını etkilemiştir. Darbe girişimi sonrasında darbenin düzenleyicisi Fethullahçı Terör Örgütü (FETÖ) sahip olduğu bütün imkânları Türkiye’nin aleyhine kullanmaktadır. FETÖ’nün uluslararası bağları ve yurtdışındaki organizasyonları nedeniyle örgütle uluslararası bir mücadele stratejisi gerekmektedir. Öte yandan PKK’nın (Kürdistan İşçi Partisi) ve IŞİD/DAEŞ’in (Irak Şam İslam Devleti) bölgedeki faaliyetlerinden zaten rahatsız olan Türkiye, Irak Kürdistan Bölgesel Yönetimi ile söz konusu örgütlerle mücadele çerçevesinde ilişkiler geliştirmektedir. FETÖ’nün söz konusu duruma eklenmesi ile Türk Dış Politikası yapımcılarının ve uygulayıcılarının efor sarf etmesi gereken yeni bir alan ortaya çıkmıştır. Bu meyanda Türkiye’nin FETÖ ile mücadelesi Kuzey Irak’ta nispeten sorunsuz gözükse FETÖ’nün bölgedeki varlığı ve bağlantıları aracılığıyla bölgedeki ilişkileri bozma potansiyeli olduğu da ifade edilmelidir. Diğer taraftan Türkiye’nin bölge ile ilişkilerini gerginleştiren en önemli gelişme 2017 yılı içinde gerçekleştirilen Kürdistan Bölgesel Yönetimi bağımsızlık referandumu olmuştur. Bu sorun uluslararası kamuoyunun baskısı ile şimdilik ötelenmiştir. Fakat, Türkiye için ciddi bir tehdit unsuru olmaya devam etmektedir. Çalışmada Türkiye’nin Kuzey Irak politikası IKBY, PKK, IŞİD ve FETÖ bağlamında incelenmiş ve çeşitli öneriler geliştirilmiştir.

Abstract:

July 15 coup attempt has affected Turkey's domestic and foreign policy. FETO uses the whole bag of tricks against Turkey. Due to the international ties of FETO, an international struggle strategy is required. Besides, Turkey already feels uncomfortable with the PKK and ISIS activities in Northern Iraq and develops relations with the Kurdistan Regional Government (KRG) for the fight against these terrorist organizations. With the addition of FETO, a new field has emerged that Turkish foreign policy makers and practitioners should overexert. On that note, Turkey's struggle with FETO seems relatively uneventful in Iraq Kurdistan Region. However, FETO has the potential to disrupt Turkey-KRG relations through its presence and connections in the region. On the other hand, the 2017 Kurdistan Region independence referendum is the most significant development and creates tension in Turkey-KRG relations. This problem has been postponed by international pressure for now. However, it remains a serious threat to Turkey. This study examines and brings forward some proposals Turkey’s Northern Iraq policy in the context of KRG, PKK, ISIS, and FETO.
