Türkiye sınırları içinde köy kent ayrımını en belirgin şekilde ortaya koyan tarih aralığının ‘tek parti dönemi’ olduğunu söylemek mümkündür. Fakat İkinci Dünya Savaşı sonrasında köy kent uçurumunun arttığı ve artık böyle bir ikilemin kalmadığı ayrı bir dönem başlamıştır. ‘Köy kent ayrımı’ durumunun tek parti dönemi özelliklerinin ve tercihlerinin getirdiği bir olgu olduğu, çok partili döneme geçişle birlikte kaybolmaya başladığı, 1950’lerin yeni siyasi dünya düzeniyle birlikte sona erdiği anlaşılmaktadır. Köy ve kent ikilemini en iyi tarifleyen politikalardan biri olarak tespit edilen eğitim konusu örgün, yaygın ve beden eğitimi şeklinde köyde ve kentte ayrı biçimlerde görülmektedir. Bu yazıda ise eğitim politikalarının bir alt başlığı olan ve partinin büyük bir misyon edindiği örgün eğitim kurumlarının hukuki ve kurumsal süreçleri ile mimari proje ve uygulama aşamaları ortaya konmaktadır. Ülke geneli için yapılan düzenlemeler aktarıldıktan sonra Kocaeli özelinde yapılaşması tespit edilmektedir. Türkiye ve Kocaeli ile ilgili yapılan analizlerin sonucunda dönemin bütçe, deneyim ve malzeme eksiklikleri ile ortaya çıkan uygulamalar, taşra kent ve köyleri için üretilen her türlü fikrin göz ardı edilmesine neden olabilmektedir.
It is possible to say that “one-party period” is the date range which clearly shows the village – town difference within Turkey borders in the most obvious way. However, after the Second World War, a separate period began when the village-town gap increased and there was no such dilemma anymore. It is understood that the "village-town separation" situation is a phenomenon brought about by the characteristics and preferences of the single-party period, and it started to disappear with the transition to the multi-party period, and ended with the new political world order of the 1950s. The issue of education, which is regarded as one of the policies that best describes the village and town dilemma, is seen in different forms such as formal, non-formal and physical education in the village and in the town. In this article, the legal and institutional processes, architectural projects and implementation stages of formal education institutions, which are subheadings of educational policies and for which the party has taken a great mission, are presented. After the regulations made for the country in general are examined, the stage of development is evaluated within the city of Kocaeli. As a result of the analyzes made in Turkey and in Kocaeli; practices occurred with budget, experience and material deficiencies of that period could lead to be ruled out all kinds thoughts produced for cities and villages.
