Türkiye de büyükşehir belediyeciliği ile ilgili tüm düzenlemeler 1982 Anayasasına dayanmaktadır. Değişen dünya düzeni içerisinde kentlerinde her geçen gün ihtiyaçları artmakta ve bu ihtiyaçlara cevap verebilmek adına büyükşehir belediyeciliğinde çeşitli düzenlemeler yapılmaktadır. Bu düzenlemelerde dikkat çekenlerden biri de 6360 sayılı yasa olmuştur. Yasa içerdiği radikal maddeler ve kentlere büyükşehir olma yolunda sağladığı kolaylıklar göze çarpmaktadır. 2012 yılı Aralık ayında çıkarılan ve yerel yönetim mevzuatında önemli değişiklikler yapan 6360 sayılı Kanun özellikle belediyelerin ölçek konusundaki tartışmalarına yeni bir boyut katarak gündemde yerini almıştır. 2014 yerel seçimlerinden sonra uygulanmaya başlayan yeni büyükşehir modelinin, pratikte idarî, siyasî, sosyal ve kentsel etkileri görülmeye başlanmıştır. Bu çalışmada, öncelikle Türk yerel yönetim sistemi içinde büyükşehir yönetim sisteminin tarihi gelişimi üzerinde ana hatlarıyla durulacaktır. Daha sonra yeni büyükşehir sisteminde yasanın öngördüğü özellikler belirlenerek, kentlerin yasa ile nasıl değişeceği ve kentleri nelerin beklediğine dair bir irdeleme yapılıp mevcut durum ve doğacak avantaj ve dezavantajları ortaya konulacaktır.
All regulations relating to the majority municipality of Turkey are based on the Constitution of 1982. Within the changing world order, the needs of the cities are increasing every day and various arrangements are made in the majority municipality in order to respond to these needs. One of the observations in these regulations was the Law No. 6360. The law contains radical materials and facilities that it provides to the cities in the way to become a major city. The Law No. 6360, which was adopted in December 2012 and made significant changes to local governance legislation, has taken its place on the agenda by adding a new dimension to the discussions on the scale of the municipalities. The new majority model, which began to be implemented after the 2014 local elections, has begun to see administrative, political, social and urban effects in practice. In this study, first of all, the main lines will be focused on the historic development of the major city administration system within the Turkish local governance system. Then in the new metropolitan system, the characteristics that the law provides will be determined, the city will change with the law and what the cities are expecting, and the current situation and the advantages and disadvantages that will arise will be revealed.
Turkey also all arrangements associated with metropolitan municipality is based on the 1982 Constitution. In practice, administrative, political, social and urban effects of the new metropolitan model, which started to be implemented after the 2014 local elections, have begun to be seen. In this study, primarily the historical development of the metropolitan management system within the Turkish local government system will be outlined. Then, by determining the characteristics of the new metropolitan city system, we will examine how the cities will change with the law and what the city expects, and the current situation and advantages and disadvantages will be revealed.
