Dünya, 20.Yüzyılın ikinci yarısına geçerken, iki kutuplu bir siyasal yapının çekim gücüne maruz kalmış ve büyük bir türbülansın içine doğru sürüklenmiştir. Siyasal çekişmeler, iktisadi, politik, ideolojik ve benzeri beklentilerin etrafında, anlık değişen politikalar ülkelerin tarafını veya müttefikini değiştirebilmiştir. Döneme damgasını vuran Müttefikim olmayan Düşmanımdır yaklaşımı ittifaklar sisteminin gücünü arttırmış ancak küresel güvensizliği tırmandırmıştır. Bu güç mücadelesinin yarattığı ortam ve Soğuk Savaş kutuplaşmasındaki yumuşama Türkiye’nin Adnan Menderes dönemindeki siyasal ve politik yörüngesinin seyrinde etkili olmuştur. İki kutuplu uluslararası bir siyasal ortamda Amerikan eksenli ve bu anlamda tek kutuplu bir yaklaşıma doğru yönelen Türkiye’nin politik tutumunun ve diplomatik sınırlarının, özellikle Amerika’nın 1957 sonrası oluşan Ortadoğu siyaseti sonucunda farklılaştığı anlaşılmaktadır. Menderes, 1958’den sonra dış politikada SSCB eksenli yeni bir yaklaşımı programına almıştır. Türkiye için bu tutumun aslında tek yanlı bir dış politikadan çok yanlı bir dış politikaya doğru siyasal bir yönelimi ifade etmekte olduğu anlaşılmaktadır. Söz konusu çalışmada, dönemin süper güçleri olarak dünya siyasetinde terazinin ibresi olma mücadelesi veren ve bu anlamda yeni politikalar üreten, yöneten iki gücün (Rus-Amerika) kıskacında Ortadoğu’da yaşanan dış politik çekişmelerin yönü, Menderes Döneminin söz konusu değişmeler karşısında geliştirdiği tutum analiz edilmeye çalışılacaktır.
As the world passes through the second half of the 20th century, it is exposed to the attraction of a two-pole political structure and is driven into a great turbulence. Around political disputes, economic, political, ideological and similar expectations, instantly changing policies could have changed the side of the countries or their allies. My non-Alliance is my enemy, which shots the sign of the period, the approach has increased the strength of the system of allies but has raised the global uncertainty. The environment created by this power struggle and the mildness in the Cold War polarization have been influential in the course of the political and political orbit of Turkey during the Adnan Menderes period. It is clear that in a two-pole international political environment, the political attitude and diplomatic borders of Turkey, which is oriented towards an American axis and in this sense a single-pole approach, are differentiated, especially as a result of the Middle East policy of America after 1957. Menderes took a new approach to the USSR in foreign policy after 1958. For Turkey, it is clear that this attitude actually represents a political direction from a one-sided foreign policy to a multi-sided foreign policy. In this study, the direction of the outer political disputes in the Middle East in the shadow of the two ruling powers (Russian-American) which are struggling to be the symbol of the world politics as the superpower of the time, will be attempted to analyze the attitude developed by the Menderes Period in the face of these changes.
