Abstract:

The Weberyan conception of bureaucracy, formed in the Axis of the State of Prosperity, began to transform and change from the 1980s with the contribution of non-liberal policies. The main reflection of this change is the beginning of the new public management approach to implementation in the management. Together with the yen public administration, the plan economy and centralized management have been attempted to establish a free market thought and a centralized management concept. The efforts for change and transformation in the state’s structure, in the post-2008 period, have come to the scale with the financial crisis that emerged. Moving from this minval, the study is taken to the historical background, appearance, development and elements of the new public administration. However, the results of the new public administration and the problem areas and criticisms of the new public administration are overwhelming. The main objective of the work prepared under this scope is to address the results of the new public administration, to determine whether the expected and desired results are taken or not, and to evaluate discussions and criticisms on it.
