Abstract:

The importance of Kazakhstan, which is located in the center of Eurasia for China, which aims to strengthen the transport of goods and services to its European countries with the Generation-Road Initiative, is great and Kazakhstan plays a key country in this project. Through the project, Kazakhstan, which will take the opportunity to become a leader in the global economy, is reasonably taking the necessary steps to prevent the negatives that may prevent the project from succeeding. The aim of the study is to ensure a better understanding of the geographical importance of Kazakhstan from the perspective of the Generation-Road Initiative (OBOR). This study reveals the hypothesis that as long as the OBOR project will be an effective and positive initiative in many areas, mainly in the economic, social and security areas, in the long term, as long as Kazakhstan pays its debts to China. The questions that the study is looking for answers are: is Kazakhstan an important actor in the OBOR project? What will the benefit of the OBOR project, which is seen as a tool to continue China’s rise, be for Kazakhstan? Will this increase the geographical importance of Kazakhstan due to this initiative? All of these questions will be evaluated in the context of the Game Theory, which has an important place in the international relations discipline, and the study will eventually be completed. The most important reason for the use of this theory in the current study is that the OBOR project is asked to clearly reveal the potential benefits that Kazakhstan will and the potential losses that Kazakhstan will experience if it does not cooperate. When assessed in the general framework, the scenario that will maximize and benefit the interests of Kazakhstan and China has been the 'benefit' scenario that both Kazakhstan and China agreed to cooperate in the Generation Road Initiative.
