Abstract:

Poverty, which is a global problem, is seen in different ways in every country. Neo-liberal economic policies, which started to be implemented especially after the 1980s, have disrupted the justice in income distribution and made poverty more visible in Türkiye and worldwide. In Türkiye, where the Gini coefficient is measured as 0.415 today, the income gap between the richest twenty percent and the poorest twenty percent has reached 7.9 times. Based on this table, in this study, information about the outlook of poverty in Türkiye is given by using the current Income Distribution and Poverty and Living Conditions Statistics of the Turkish Statistical Institute, and the practices of the Ministry of Family and Social Services, which is the leading institution in combating poverty, are examined. As a result of the study, it has been determined that the Ministry’s anti-poverty policies are shaped around social services and social assistance (especially cash social assistance), and the importance of education, health and employment-related effective social policies that increase the functionality of people and make them capable to fight against poverty has been emphasized.
