Abstract:

This study aims to calculate the effectiveness of the state universities, established in Turkey between 1992-1994 and 2006-2008 based on 2018 data. This study applied input and output oriented nonparametric Data Envelopment Analysis (DEA), Charnes-Cooper-Rhodes (CCR) and Banker-Charner-Rhodes (BCC) methods to conduct efficiency analysis and calculate the scale efficiency of the universities. Afterwards Tobit analysis was used to determine the factors affecting the efficiency. The analysis were carried out for state universities, first established between 1992 and 1994, then from 2006 to 2008, and finally from 1992 to 2008. As a result of the analysis, it was determined that the input and output oriented CCR scores were the same in all universities, however; the BCC scores were different in inefficient universities. Among 25 universities established between 1992-1994, 13 universities were analyzed by CCR, 17 by BCC, 26 of 41 universities were analyzed by CCR and 35 universities by BCC methods, 33 universities out of 66, established between 1992-2008 were studied by CCR, while for 46 of them BCC method was applied which showed the efficiency of these methods. It is obvious, that the reason for inefficiency is the idle use of inputs and/or the inadequate production of outputs. The inefficiency results obtained from the study have shown that it is important for the most of the universities in Turkey to allocate the resources effectively and efficiently within the institutions and it is necessary to develop policies in this area.
