Abstract:

The study examines the role and impact of international consultancy companies in the public sector reform in Turkey in the context of the health sector. With the spread of the management consultancy phenomenon after 1980, international consultancy companies have played a leading role in the public sector management reform in the developmental countries in the axis of privatization and marketing. During these years, these companies have seen a bridge in the production, dissemination and transfer of ideas and values in business management to the public sector. In particular, the Deloitte Touche Tohmatsu (Deloitte), Ernst & Young (EY), KPMG and PricewaterhouseCoopers (PwC) companies, known publicly as “Great Four”, have become the industry’s dominant actors through growth, partnerships and corporate unification. These four major companies, according to 2019 data, operate in more than 150 countries, employing more than a million people and earning more than $155 billion in revenue. In the 2000s, the new public business tools, strategic planning, performance management, exchange management, management, organizational design and public-private partnership, were the carriers of reforms, using the strategic planning, performance management, change management, and public-private partnership. But the role of international consulting companies, which are seen as the carriers of modern management knowledge and the means of organizational change in literature, in the spread and transfer of global public policies has been surprisingly ignored. In Turkey, however, these companies, which began to open offices after 1980 in accordance with the world’s developments, have increased their activities with the influence of neoliberal policies aimed at deep integration with the capitalist world economy. In the study, the financial support of organizations such as the World Bank and USAID in Turkey is stated that these consultancy companies are involved as an important player in the process of design and implementation of health sector reform projects. The activities and the role of consulting firms in the public sector reform process; by addressing in a form based on personal stories rather than in a historical context, the lack of literature and the difficulty of finding empirical evidence provided by the opportunities provided by the corporate information and document analysis approach. In fact, these companies, which have a strategic focus on public policies, in particular public policies, present "international models" and "examples of good implementation" in a innovative approach. In this context, international consulting firms are trying to transform health policies and organizations in a way that covers all stakeholders in the sector and even shapes the future of the health system as a whole.
