Ülkemizde çok uzun yıllardır uygulanan parlamenter hükümet sistemi 2017 yılında anayasa değişikliği önerisi ile terk edilmiş ve Cumhurbaşkanlığı Hükümet Sistemi şeklinde adlandırılan hükümet sistemi kabul edilmiştir. Ülkemiz tarihinde önemli bir reform olarak ifade edilebilecek bu sistem, kamu yönetiminin yapısı ve işleyişi hususunda ciddi değişiklikleri beraberinde getirmiştir. Bu değişikliklerden birisi, bakanlık sayısının azaltılarak 16’ya düşürülmesidir. Kamu hizmeti üreten idari teşkilat yapısının değişmesi ise doğal olarak bütçe sürecine ilişkin de birtakım değişiklikler getirmiştir. Bu çalışmada siyasal sistem ele alınarak Cumhurbaşkanlığı Hükümet sistemi irdelenmektedir. Nitekim Cumhurbaşkanlığı Hükümet Sistemi birçok değişikliği beraberinde getirmiştir. Bu kapsamda söz konusu sistemin yargı, yürütme ve yasamaya ilişkin meydana getirdiği değişiklikler detaylı olarak incelenmektedir. Bu değişikliklerin önemli bir ayağını ise bütçe sürecinde yapılan değişiklikler oluşturmaktadır. Bu nedenle çalışmada eski sistem dikkate alınarak Cumhurbaşkanlığı Hükümet Sistemi sonrasında bütçe sürecinde yaşanan değişikliklere ilişkin birtakım değerlendirmelerde bulunulmaktadır. Çalışma sonucunda ilgili sistemin, genel hatları ile parlamenter sistem ve başkanlık sisteminin eksik ve aksayan yönlerinin analiz edilerek iyileştirildiği bir karma sistem olduğu görülmektedir.
The parliamentary government system in our country, which has been applied for many years, has been abandoned in 2017 with the proposal for constitutional amendment and the government system called the Presidential Government System has been adopted. This system, which can be expressed as an important reform in our country's history, has brought serious changes in the structure and functioning of the public administration. One of these changes is the reduction of the number of ministers to 16. The change in the structure of the administrative agency producing public services naturally brought a number of changes in the budget process. In this work, the political system is discussed by the President's government system. In fact, the presidential system has brought many changes. In this context, the changes that the system has made in relation to justice, enforcement and legislation are examined in detail. One of these changes is the changes in the budget process. Therefore, in the study, considering the old system, a number of assessments are made about the changes in the budget process after the presidency government system. The study finds that it is a karma system where the system concerned, its general lines and the missing and defective aspects of the parliamentary system and the presidential system are analyzed and improved.

The changes brought about by the system regarding the judiciary, executive, and legislatures are examined in detail. An important pillar of these changes is the changes made in the budget process. Therefore, some evaluations are made regarding the changes in the budget process after the Presidential Government System, taking into account the old system. As a result of the study, it is seen that the related system is a mixed system in which the parliamentary system and the presidential system are analyzed and improved.
