Türkiye’de yerel yönetimler alanında çok önemli bir düzenleme 2012 yılında 6360 sayılı Kanun ile hayata geçirilmiş; yeni büyükşehir uygulaması artık Türk yerel yönetim sisteminin en öne çıkan özelliği olmuştur. Düzenleme kapsamında ilk olarak büyükşehir belediyeleri kendi illerinin mülki sınırlarına kadar sorumlu olmuşlardır. İkinci olarak büyükşehir idaresi bulunan illerde mevcut olan belde belediyeleri ve köy idareleri kapatılarak, en yakın ilçeye bağlı mahalle konumuna getirilmişlerdir. Üçüncü olarak da büyükşehir bulunan illerde il özel idareleri kapatılmıştır. Böylece yeni büyükşehir sistemiyle birlikte büyükşehir idaresi bulunan illerde en önemli hizmet yüklenicisi kurum, tüm il geneline hizmet götürecek olan büyükşehir belediyeleri olmuştur. 2014 yerel yönetim seçimleriyle uygulamaya giren bu düzenlemenin üzerinden yaklaşık beş yıl (bir seçim dönemi) geçmiştir. Dolayısıyla bu zaman dilimi, yapılan yeni düzenlemenin irdelenmesi için gerekli olan verileri bizlere sağlamaktadır. Bu kapsamda yeni büyükşehir uygulamasının kapatılan bir belde belediyesi üzerinden incelenmesi konunun daha somut ve ölçülebilir olmasını sağlamaktadır. Bu çalışma kapsamında amaçlanan, kapatılan Altınoluk belde belediyesi üzerinden konunun değerlendirilmesidir. Öncelikle konunun temellerini açıklamak için Türkiye’de yeni büyükşehir sisteminin teorik altyapısı açıklanmıştır. Daha sonra Balıkesir Büyükşehir Belediyesi ve Edremit Belediyesi yetkilileriyle, ayrıca Altınoluk’ta görev yapan muhtarlarla mülakat tekniğine dayalı görüşmeler yapılarak, yeni büyükşehir sisteminin Altınoluk’a olan yansımaları tespit edilmeye çalışılmıştır. Çalışmada ikinci olarak anket yöntemi kullanılmış, Altınoluk halkının yeni büyükşehir uygulamasına yönelik görüşleri öğrenilmiştir. Çalışma kapsamında son olarak gözlem yöntemi kullanılmış, yeni büyükşehir uygulamasına göre Altınoluk’a Balıkesir ve Edremit Belediyeleri tarafından yapılan yatırımlar sahada gözlemlenmiştir. Yapılan araştırmalar neticesinde Balıkesir ve Edremit Belediyelerinin yetkilileriyle yapılan görüşmede, yeni büyükşehir sistemiyle küçük yerleşim yerlerinin daha büyük ölçekli ve kaliteli hizmet aldığı; dolayısıyla yeni büyükşehir sisteminin Türk yerel yönetim sistemi için önemli bir fayda sağladığı dile getirilmiştir. Altınoluk halkı ile yapılan anket sonucunda belde belediyesinin kapatılmasına önemli oranda karşı çıkıldığı görülmüştür. Sahada yapılan gözlemlerde ise, Balıkesir ve Edremit Belediyeleri tarafından Altınoluk’a bir hizmet döneminde geniş çaplı yatırımlar yapıldığı dikkat çekmiştir.
A very important regulation in the field of local governments in Turkey was implemented in 2012 with the law numbered 6360. The "new metropolitan municipal" application is now the most prominent feature of the Turkish local government system. In the scope of regulation, the metropolitan municipalities have been responsible for their entire province boundaries. Secondly, district municipalities and village administrations which are located in the metropolitan provinces are closed. Third, provincial private administrations are closed in the metropolitan provinces. Thus, the most important service contractor in metropol areas in Turkey has been the metropolitan municipalities. Approximately five years have passed (an electoral period) since this regulation was implemented in 2014 with local government elections. This time period provides us the data that is necessary for the investigation of this new metropolitan municipal regulation. In this context, the examination of the new metropolitan municipal model through a closed municipality is more tangible and measurable. He was selected as an example for his study. Firstly, the theoretical infrastructure of the new metropolitan municipal system in Turkey is explained in order to explain the basics of the issue. Then, interviews are made with the officials of Fiskesir Metropolitan Municipality, Edremit Municipality and "muhtars" who are serving in Altinoluk. In the second stage, a survey was held with the people of Goldenoluk. Finally, investments were observed which are made in Altinoluk by Fiskesir and Edremit municipalities. As a result of these researches which are conducted with the authorities of Fiskesir and Edremit municipalities, it is noted that the new metropolitan municipal system brings a larger scale and high quality services to small settlements. As a result of the survey that is conducted with the people of Altınoluk, it was seen that people are opposed to closing their municipality. In the field observations it was seen that, a wide range of investments were made by the Fiskesir and Edremit municipalities during an election period.
