Abstract:

With this phenomenon called e-participation, the state and its institutions have tried to make citizens more visible on issues related to public policy. For this purpose, e-participation tools offered from the official websites of the institutions have served as a bridge in the interaction between the state and the citizen. The aim of this study is to analyze the level of e-participation at the central level by identifying the e-participation tools on the official websites of the Turkish public administration ministries.. As a result of the research, it was determined that the level of e-participation in ministries did not go beyond awareness and symbolic participation. In other words, while policy information is well done in ministries, there is no effort to ensure that citizens are part of the decision-making process, except for symbolic communication.
