Abstract:

Summary Participation in Public Decisions has gained a different dimension with Information and Communication Technologies (BIT). This phenomenon called e-participation has been attempted by the government and its institutions to make citizens more visible in issues related to public policy. For this purpose, the e-participation tools offered from the official sites of the institutions, in the interaction between the state and the citizen, have taken over the role of the bridge. The aim of this study is also to analyze how much e-participation is provided at the central level by identifying the e-participation tools on the corporate official websites of the Turkish government ministries, which have taken the original tasks in the determination of public policies. In order to identify the level of e-participation in ministries, the research from the official websites of the institutions results in the level of e-participation is not beyond awareness and symbolic participation. In other words, while the ministry’s policy information is at the highest level, there is no effort to guarantee that citizens are part of the decision-making process, except for symbolic communication.
