Bu araştırmanın amacı 2015 ve 2017 yıllarında uygulamaya konan ilkokul birinci sınıf öğretim programlarının programın öğelerine göre karşılaştırılmasıdır. Araştırmada nitel araştırma yöntemlerinden doküman inceleme yöntemi kullanılmıştır. Araştırmanın örneklemini Talim ve Terbiye Kurulu Başkanlığı tarafından yayınlanan 2015 yılı ve 2017 yılı Türkçe, Matematik ve Hayat Bilgisi dersi öğretim programları kullanılmıştır. Konu alanları, kazanım sayıları, içerik ve değerlendirme boyutları açısından karşılaştırma yapılmıştır. Birinci sınıf Türkçe Dersi Öğretim Programında, bitişik eğik yazıdan dik temel yazıya geçiş yapılmıştır. Ses temelli cümle yönteminden ses esaslı ilk okuma yazma öğretimine geçiş sağlanmıştır. Harf grupları 6’dan 5’e düşürülmüş olup kazanım sayısı artırılmıştır. 3 dil becerisi 4 dil becerisine çıkarılmıştır. Birinci sınıf Matematik Dersi Öğretim Programında, kazanım sayısı azaltılmış olup programda 4 öğrenme alanına yer verilmiştir. Programının içerik kısmında, öğrenme alanlarında ve alt öğrenme alanlarında değişiklikler yapılmıştır. Birinci sınıf Hayat Bilgisi Dersi Öğretim Programında ise bir önceki programa göre genel amaçlar sadeleştirilmiş ve daha anlaşılır hale getirilmiştir. Beceri sayısı ve değer sayısı artırılmış ve ünite sayılarında herhangi bir değişiklik olmamıştır. Yine bir önceki programa kıyasla kazanım sayılarında azalma olmuştur. 2017 programı, 2015 programına kıyasla sade, anlaşılır ve daha kolay uygulanabilir hale getirilmiştir. İçerik öğretim programı ile bütünleştirilmiştir. Genel olarak kazanım sayıları azaltılmış olup değerlendirme sürecinde izleme/biçimlendirme, sonuç-ürün odaklı değerlendirme kullanılmıştır.
The aim of this research is to compare the primary school first-class teaching programs that were implemented in 2015 and 2017 according to the elements of the program. In the research methods of quality research methods of document examination was used. The examples of the research were published by the Presidency of the Education and Education Council in 2015 and 2017 in Turkish, Mathematics and Life Knowledge courses. It is compared in terms of fields, earnings numbers, content and evaluation sizes. In the first class Turkish lesson teaching program, the transition from the nearby curved text to the straight basic text was made. The transition from the voice-based phrase method to the first reading-based writing teaching was provided. The group has been reduced from 6 to 5 and the number of winnings has been increased. 3 language skills are attributed to 4 language skills. In the first class Mathematics Course Teaching Program, the number of earnings has been reduced and the program has been included in 4 learning areas. Changes have been made in the content of the program, in the learning areas and under-learning areas. First class Life Knowledge Course in the Teaching Program has simplified and made the general objectives more understandable according to the previous program. The number of skills and the number of values has been increased and there has been no change in the number of units. There was a reduction in the number of earnings compared to the previous program. The 2017 program has made it simple, understandable and easier to implement compared to the 2015 program. It is integrated with the teaching program. In general, the earnings numbers have been reduced and monitoring/forming, product-oriented evaluation have been used in the evaluation process.
