Abstract:

There had been major rivals of Russia who were posing an obstacle for her at the aim of reaching to seas. As it is known, they are Sweden at Baltic Sea way, Crimean Khanate and Ottoman Empire at Black Sea way. Russians do not want to be at war with Sweden, Crimean Khanate and Ottoman Empire at the same period. As being at war at two directions simultaneously would be hard for Russia both economically and militarily, she adopts peace policy at the South while having struggle at the North. However, the struggle for reaching Baltic Sea started at 1700; lead Russia into a war with Crimean Khanate and Ottoman Empire despite her peace policy at the South
