Bu çalışmanın amacı Balkan ülkeleri içinde en fazla Türk nüfusu barındıran Bulgaristan’daki Türkçe öğretimini tarihsel olarak ele almak ve Bulgaristan’da 1992 yılı ve 2019 yıllarında basılan ilköğretim ikinci kademe Türkçe ders kitaplarını biçim ve içerik açısından irdelemektir. Bulgaristan’daki Türkçe öğretimi sürecini geçmişten günümüze: Tanzimat Öncesi, Tanzimat Sonrası, Prenslik, Krallık, Komünizm ve Demokrasi Dönemi olmak üzere altı başlık altında sınıflandırmak mümkündür. Araştırmamızda bu dönemlerde yürütülen eğitim politikaları ve karşılaşılan sorunlar ayrıntılı bir biçimde dile getirilmiştir. Özellikle ders kitabı meselesi ve Bulgar devlet makamlarının yaratmış olduğu sorunlar araştırılarak incelenmeye çalışılmıştır. Çalışmanın giriş bölümünde Bulgaristan’daki Türkçe eğitimin temellerinin atıldığı Osmanlı Döneminden başlayarak günümüze kadar Türkçe eğitim sisteminin ayrıntılı incelenmesine yer verilmiştir. Ardından 1992 yılında özel bir kanunla basılan ilköğretim ikinci kademe ders kitapları ile 2019 yılı ilköğretim ikinci kademe Türkçe ders kitapları incelenerek karşılaştırılmıştır. Yerel kaynaklar aracılığıyla elde edilen kitapların ilk olarak künyeleri verilmiş daha sonra biçim ve içerik özelliklerine bakılmıştır. Çeşitli açılardan incelenen ilköğretim ikinci kademe ders kitaplarının genel değerlendirilmesi sonuç bölümünde yapılmıştır. Çalışma bulgularından 1992 yılı ders kitaplarının güncelliğini yitirmesinin yanında çağdaş dil öğretiminden de geri kaldığı saptanmıştır. 2019 yılında basılan ve günümüzde okutulan ders kitaplarının ise geleneksel eğitim anlayışının dışına çıkamadığı ve eğitim-öğretim yeterlilikleri açısından oldukça zayıf olduğu tespit edilmiştir.
The aim of this study is to historically address the Turkish teaching in Bulgaria, which has the largest Turkish population in the Balkans, and to illustrate the form and content of the second-degree Turkish curriculum of primary education in Bulgaria in 1992 and 2019. The process of Turkish teaching in Bulgaria can be classified from the past to the present: Pre-Tanzimate, After-Tanzimate, Princess, Kingdom, Communism and Democracy. In our research, the educational policies and the problems faced in these periods have been detailed. In particular, the question of the curriculum and the problems created by the Bulgarian government authorities were tried to be investigated. In the introductory section of the study, the basis of Turkish education in Bulgaria began with the Ottoman Period and has been included in the detailed study of the Turkish education system until today. Then in 1992 a special law printed primary second-degree curriculum books was compared with 2019 primary second-degree Turkish curriculum books study. The books obtained through local sources were first given covers and then looked at the shapes and content characteristics. The study of the second-degree first-degree textbooks from various points of view was carried out in the result section. Study findings have found that, in addition to the loss of the current curriculum in 1992, it is also behind the teaching of contemporary languages. The curriculum books published in 2019 and currently studied are not out of the traditional understanding of education and are very weak in terms of educational and teaching qualifications.
