Okul Öncesi Eğitim Kurumlarının Fiziksel Koşullarının İncelenmesi: Kırşehir İli Örneği

Öğrenmenin en yoğun olduğu okul öncesi dönem, yaşamın ilk yıllarındaki çocukları kapsar. Bu dönemde temel alışkanlıklar kazandırılır, bilişsel yetenekler hızlı geliştirilip biçimlendirirler. Bu dönemdeki çocuklar içine doğdukları fiziksel çevrelerini ne seçebilirler nede oluşturabilirler. Okul öncesi eğitim kurumlarının çocukların eğitim gereksinimlerini karşılayabilecek nitelikte olması beklenir. Çocuğun gelişimine uygun olarak tasarlanmış ve düzenlenmiş ortamlarda gerçekleştirilebilecek eğitim, okul öncesi eğitimin kalitesini artırmaktadır. Eğitim ortamları, personel, fiziksel mekân, donanım, öğrenme materyalleri, gerekli düzenlemeler gibi öğelerden oluşan özel bir yapıdır. Bu yapının boyutlarından olan fiziksel ortamın eğitime ilişkin anlamı, eğitim etkinlikleri için ayrılan mekânın özellikleridir. Fiziksel koşullar, okul binalarının iç ve dış çevrelerinin özelliklerini kapsar. Bu yapılanma, Milli Eğitim Bakanlığı’nın ilgili yönetmeliklerle belirlediği İçişleri, Sağlık, Turizm bakanlıkları ile işbirliği içinde saptadığı biçimde olmalıdır. Okul öncesi dönemi çocukları meraklı, araştırmaya istekli, hayal güçleri kuvvetli olduğundan çocukların bu gereksinimlerin karşılanması ve gelişimlerinin desteklenmesi iyi tasarlanmış ve düzenlenmiş eğitim ortamlarında gerçekleştirilebilir. Bu nedenle bu çalışmanın yapılmasına gerek duyulmuştur. Bu çalışmada Kırşehir il merkezinde bulunan toplam 6 bağımsız anaokulunu fiziksel özelliklerinin MEB mevzuatı ve bilimsel ölçütleri ne ölçüde uygun olduğu anlaşılmaya çalışılmıştır. Çalışmada nitel araştırma yöntemlerinden, olan gözlem formu kullanılmıştır. Elde edilen veriler yapılandırılmış gözlem formuna kaydedilmiştir. Araştırmanın sonunda, incelenen okul öncesi eğittim kurumlarının fiziksel koşullarının belirlenen ölçütlere yakın olduğu sonucuna ulaşılmıştır.

Abstract:

The preschool period, where the learning is most intense, includes children in their first years of life. Basic habits are acquired in this period, cognitive skills are developed and shaped quickly. In this period, children can neither choose nor create the physical environment they are born into. It is expected that pre-school education institutions will be able to meet the educational needs of children. Education, which can be carried out in environments designed and arranged in accordance with the development of the child, increases the quality of pre-school education. Training environment is a special structure consisting of elements such as staff, physical space, equipment, learning materials, and necessary arrangements. The educational meaning of the physical environment from the dimensions of this work is the characteristics of the space reserved for educational activities. Physical conditions include the characteristics of the inner and outer environments of school buildings. This structuring should be in accordance with the relevant regulations determined by The Ministry of National Education in cooperation with the Ministries of Interior, Health and Tourism. Since pre-school children are curious, willing to research, and have a strong imagination, meeting children’ needs and supporting their development can be realized in well-designed and arranged learning environments. For this reason, it was required to carry out this study. In this study, it was tried to be understood whether the physical characteristics of six independent kindergartens located in the city center of Kırşehir are suitable for MEB regulations and scientific criteria. In the study, the observation form, which is one of the qualitative research methods, is used. The obtained data were recorded in a structured observation form. At the end of the study, it was concluded that the physical conditions of the pre-school education institutions examined were close to the specified criteria.
