Abstract:

The aim of this study is to review the regulations of Ministry Of National Education Counselling And Discipline Department and Education İnspectorship Department in the view of grad students' opinions who are studying educational administration and discipline. In the research, as a qualitative research method, interview method is conducted. The data was collected by semi strıctured interview forms. Descriptive analysis method was conducted to analise the data. To determine the participants, criterion sampling which is one of the purposive sampling methods was conducted. The criterion to determine the participants is to be a grad student in educational administration and discipline, and to have taken the educational inspection course. 9 grad students studying educational administration and discipline department participated the research. The findings of this study are as follows: Combining the regulations of Ministry of National Education Counselling and Discipline Departmant with Education Inspectorship Department could be evaluated as a positive development for being an integrative approach; however, there could be some problems in the implemantation phase. While electing candidate İnspectors, the professional qualities need to become prominent rather than the age criterion. A 120-hour in-service training is not enough to be able to have an inspector's professional qualities. Inspector candidates need to have studied masters or doctoral degree. For the inspector candidates who have finished their regional service, the limitation of working for 8 years in the same city without interruption could cause to lose motivation. To be able to take the written exam the inspector candidates need to have at least 10-year teaching experience. It is not good for grad students who graduated from different departments to be able to take the inspectorship exams. And finally, inspection needs to be conducted by professionals who are well educated, are members of the system, have a deep knowledge of the problems in the system, and who already have a successful history in different parts of the field.
