Milli Eğitim Bakanlığı Rehberlik ve Denetim Başkanlığı ile Maarif Müfettişleri Başkanlıkları Yönetmeliğinde 2014 yılında yapılan değişiklik ile maarif müfettişlerinin ders esnasında denetim görevi yönetmelikten kaldırılmış olup öğretmenin ders esnasında denetimi okul müdürlerinin sorumluluğu haline getirilmiştir. Söz konusu yönetmelik değişikliğinden itibaren okul müdürleri her dönem en az bir defa ders denetim faaliyeti gerçekleştirmeye başlamışlardır. Buradan hareketle, bu araştırmanın amacı okul müdürlerinin ders denetim etkinliklerini incelemektir. Bu amaç doğrultusunda bu çalışmada okul müdürlerinin ders denetimine ilişkin görüşleri, önerileri, denetim esnasında karşılaştıkları sorunlar ile öğrenci ve öğretmenler üzerindeki etkisiyle ilgili alt amaçlara cevaplar aranmıştır. Bu çalışma nitel araştırma yöntemlerinden durum çalışması deseninde tasarlanmıştır. Durum çalışmasında amaç, belirli bir durumla ilgili sonuçları ortaya çıkarmaktır. Verilerin analizinde nitel veri çözümleme tekniği olan içerik analizi kullanılmıştır. Araştırmanın çalışma grubunu Ankara ili Keçiören ilçesindeki Milli Eğitim Bakanlığına bağlı resmi ilkokullarda görev yapan okul müdürleri oluşturmaktadır. Araştırmada örneklem grubu, kolay ulaşılabilir örnekleme yöntemi ile Ankara ili Keçiören ilçesindeki Milli Eğitim Bakanlığına bağlı resmi ilkokullarda görev yapan 13 okul müdüründen oluşmaktadır. Kolay ulaşılabilir örnekleme yöntemi tamamen mevcut olan, ulaşılması hızlı ve kolay olan ögelere dayanır. Araştırmada okul müdürlerinin ders denetimine ilişkin görüşlerini belirleyebilmek için yarı yapılandırılmış görüşme formu kullanılmıştır. Araştırma sonucunda elde edilen bulgular, ders denetim sürecinin okullarda daha etkili bir öğrenme ortamı sağlamak için kullanılabilecek önemli bir araç olduğunu göstermektedir. Araştırma sonuçlarına dayanarak ders denetimi sürecinin düzenli, etkili ve objektif bir şekilde uygulanması için okul müdürlerinin denetim becerilerini geliştirmeye yönelik rehberlik sağlanması ve eğitim almaları önerilmektedir.
The National Ministry of Education's Directorate and Audit and the Maarif Inspectors' Presidents' Regulations in 2014 amended with the Maarif inspectors' audit task during the course was removed from the regulations and the teacher's audit during the course became the responsibility of the school directors. Since the change in the regulations, the school directors have begun to carry out lesson audit activities at least once each semester. Moving from here, the purpose of this research is to study the course audit activities of school managers. According to this purpose, in this study, the school directors’ opinions, recommendations, problems they encounter during the audit and sub-objectives related to their impact on students and teachers were sought. This work is designed in the case study pattern of the quality research methods. The purpose in the study of a situation is to reveal the results related to a particular situation. In the analysis of data, content analysis, which is the quality data analysis technique, is used. The work group of the research is formed by school directors who are responsible for the official primary schools associated with the Ministry of National Education in Ankara or Keçiören district. The sample group in the study consists of 13 school directors who work in the official primary schools associated with the Ministry of National Education in Ankara or Keçiören district with the easy-to-access sample method. The easy-to-access sample method is based on objects that are fully available, fast and easy to reach. In the study, a semi-configured interview form was used to determine the opinions of school managers about the course audit. The findings obtained from the research finds that the course audit process is an important tool that can be used to provide a more effective learning environment in schools. Based on the results of the research, it is recommended that school managers provide guidance and training to develop their audit skills in order to implement the course audit process in a regular, effective and objective manner.
With the amendment made in 2014 to the Ministry of National Education Guidance and Supervision Presidency and Educational Inspectorate Presidencies Regulation, the duty of supervision of educational inspectors during lessons was removed from the regulation and the supervision of teachers during lessons became the responsibility of school principals. Since the amendment of the said regulation, school principals have started to carry out lesson supervision activities at least once a semester. Therefore, the purpose of this study is to examine the course supervision activities of school principals. In line with this purpose, this study sought answers to the sub-objectives related to the opinions of school principals about course supervision, their suggestions, the problems they encounter during supervision, and the effects on students and teachers. This study was designed in case study design, one of the qualitative research methods. The aim of a case study is to reveal the results of a specific situation. Content analysis, a qualitative data analysis technique, was used to analyze the data. The study group of the research consists of school principals working in public primary schools affiliated to the Ministry of National Education in Keçiören district of Ankara province. The sampling group in the study consists of 13 school principals working in public primary schools affiliated to the Ministry of National Education in Keçiören district of Ankara province with the convenience sampling method. The convenience sampling method is based on elements that are completely available, quick and easy to reach. In the study, a semi-structured interview form was used to determine the views of school principals on course supervision. The findings of the study show that the course supervision process is an important tool that can be used to provide a more effective learning environment in schools. Based on the results of the research, it is recommended that school principals should be provided guidance and training to improve their supervision skills in order to implement the course supervision process in a regular, effective and objective manner.
