Bir Osmanlı devlet adamı olan Avlonyalı İsmail Kemal (1847-1919), II. Abdülhamid ve Meşrutiyet dönemlerinin önemli Arnavut milliyetçilerinden biridir. O yaşamını siyasi faaliyetlerle geçirdi ve bazı Avrupa şehirlerini gezerek Batılı diplomatlarla görüşmeler yaptı. 1912 yılında I. Balkan Savaşı patlak verdiği sırada İsmail Kemal, Arnavutluk’un bağımsızlığını Avlonya’da ilan etti. 20 Aralık 1912’de Londra’da toplanan Büyükelçiler Konferansı, Arnavutluk’u yönetmek üzere bir Uluslararası Denetim Komisyonu kurdu. İsmail Kemal 22 Ocak 1914 tarihinde hükümet başkanlığından istifa ettirilerek ülke yönetimini bu uluslararası komisyona bıraktı. Sonra İtalya, Barselona ve Fransa’da bir sürgün hayatı yaşadı ve İtalya’da vefat etti. Bu çalışmada İsmail Kemal’in 1912-1914 yıllarındaki Arnavutluk’un bağımsızlığı ile ilgili mücadelesi incelenmiştir.

Abstract:

A Ottoman state man, Avlonian Ismail Kemal (1847-1919), II. Abdülhamid and is one of the major Albanian nationalists of the period of Legacy. He spent his life in political activities and visited some European cities and held talks with Western diplomats. In 1912, when the First Balkan War broke out, Ismail Kemal declared the independence of Albania in Avlonya. The Conference of Ambassadors, held in London on December 20, 1912, established an International Audit Committee to govern Albania. On 22 January 1914, Ismail Kemal resigned from the presidency and left the country's administration to this international commission. He then lived a deportation life in Italy, Barcelona and France and died in Italy. This study examined Ismail Kemal's struggle for Albania's independence in the years 1912-1914.
