Sınıf Öğretmenlerinin 2018 Türkçe Dersi Öğretim Programı’na İlişkin Görüşleri

MEB 2015 yılında yapılan değişiklikten sonra 2018 yılında Türkçe Dersi Öğretim Programı’nı tekrar güncellemiş ve bu kapsamda birtakım düzenlemeler yapılmıştır. Öğrenme alanları üçten dörde çıkarılmış olup AYÇ’ye (Avrupa Yeterlikler Çerçevesi) uygun olarak TYÇ (Türkiye Yeterlikler Çerçevesi) eklenmiş ve yaratıcı okuma gibi bazı yenilikler programa dâhil edilmiştir. 2018 Türkçe Öğretim Programı’nda temel beceriler, değerler eğitimi, ölçme ve değerlendirme ve rehberlik gibi konular hakkında bilgi verilmesine rağmen programın temel felsefesi ve vizyonu ile ilgili bir bilgiye rastlanamamıştır. Ayrıca program 2005 programı gibi ayrıntılı açıklamalara yer vermemiştir. Bu kapsamda değişen programı uygulayıcı konumunda bulunan sınıf öğretmenlerinin görüşlerini belirlemek programın olumlu ve olumsuz taraflarının görülmesine ve gerekli değişikliklerin yapılmasına katkı sağlayacaktır. Bu kapsamda araştırmanın amacı sınıf öğretmenlerinin 2018 Türkçe Öğretim Programı’na ilişkin görüşlerini belirlemektir. Nitel araştırma deseni ile hazırlanan çalışma kapsamında 52 sınıf öğretmeninden açık uçlu soru formu ile görüşler alınmış ve bu görüşler tümevarımsal içerik analizi ile analiz edilmiştir. Araştırma kapsamında kullanılan açık uçlu soru formu araştırmacılar tarafından hazırlanmış olup uzman görüşleri alınmıştır. Araştırmada elde edilen veriler açık kodlama yöntemi ile kodlar oluşturulmuş daha sonra benzer kodlar birleştirilerek temalara ulaşılmıştır. Araştırma sonucunda öğretmenlerin programın değişmesini olumlu karşıladıkları, değişen programı beğenmedikleri ve yetersiz olduğu ve değişen program ile bilgi çağında hedeflenen birey profiline ulaşılamayacağı yönünde görüş bildirmişlerdir. Ayrıca öğretmenlerin program ile kılavuz kitapları karıştırdıkları tespit edilmiştir.

Abstract:

Following the amendment made in 2015, the Ministry of National Education renewed the Turkish Curriculum in 2018 and a number of regulations were made in this context. Learning areas are removed from three to four. TQF (Turkey Qualifications Framework), in accordance with EQF (European Qualifications Framework) added to curriculum. New concepts such as creative reading were included in the program. Although the program of the Turkish Language Curriculum in 2018 provided information on basic skills, education of values, measurement and evaluation and guidance, no information about the philosophy of the program and program' vision was found. In addition, the program did not include detailed explanations like the 2005 program. In this context, determining the opinions of the primary school teachers who are in the position of implementing the changing program will contribute to seeing the positive and negative sides of the program and making necessary changes. In this context, the purpose of the research is to determine the opinions of the primary school teachers regarding the 2018 Turkish Curriculum. In the study prepared with qualitative research design, open-ended question form was taken from 52 classroom teachers and these opinions were analyzed by inductive content analysis. As a result of the research, the teachers expressed positive opinions about the program changed, the teachers disliked and found inadequate the new program, and they though via changed program we could not reach the target profile of the information age. It has also been found that teachers confuse the program and the guide books.
