Değişen güvenlik olgusu sonucunda otaya çıkan su güvenliği, su kaynaklarının giderek tükenmesi, kirlenmesi ve buna karşılık dünya nüfusunun hızla artmasından dolayı günümüzün en önemli güvenlik unsurlarından birisi haline gelmiştir. Suyun insan yaşamı, çevresel sürdürülebilirlik ve kalkınma açılarından vazgeçilmez özelliğe sahip oluşu, onu uluslararası ve yerel ölçeklerde bir paylaşım unsuru haline getirmektedir. Uluslar, fiziksel olarak su kaynaklarını işgal edebildikleri gibi suyun ticari bir meta olarak algılanması sebebiyle küresel şirketler tarafından da ekonomik kazancın bir kaynağı olarak görülmektedir. Su, dolaylı olarak gıda güvenliği, ekonomik güvenlik ve çevresel güvenliğin odak noktasına yerleşmektedir. Türkiye’nin içerisinde bulunduğu coğrafya hâlihazırda fiziksel ve ekonomik su kıtlığının yaşandığı bir bölge olmakla birlikte, ilerleyen zaman diliminde bu kıtlık olgusunun daha da derinleşeceği öngörülmektedir. Yakın çevresinde suyla ilgili ihtilafların arttığı Türkiye’de yerel su güvenliğini tehdit edebilecek gelişmeler yaşanmaktadır. Bu çalışmada Türkiye’nin sınırları içerisindeki su güvenliği konusu miktar, kalite, erişilebilirlik ve yönetim açılarından incelenerek yerel su güvenliğini olumsuz yönde etkileyen unsurlara değinilecektir.
As a result of the changing security phenomenon, water security has become one of the most important security elements of our time due to the decreasing water resources, pollution and the rapid increase in the world population. The fact that water has an indispensable feature in terms of human life, environmental sustainability and development makes water a component of sharing on international and local scale. As nations can occupy water resources physically, water is perceived as a commercial commodity, which can be seen as a source of economic gain by global companies. Water is indirectly located at the focal point of food, economic and environmental safety. The geography, where Turkey is located in, is already a region where physical and economic water shortage is experienced and it is forecast that the phenomenon of shortage will deepen and deepen in the future. Developments that may threaten the local water security are emerging in Turkey whose surroundings have begun to experience more water-related conflicts. In this study, the water security issues within Turkey’s borders will be examined in terms of the quantity, quality, accessibility, management and negative factors affecting the local water security will be analyzed.
