Yerel gündem 21 Eylem Planı ile yerel yönetimler ön plana çıkmıştır. Bu belge merkezi yönetimin yerel yönetimlere daha fazla görevler vererek hizmet sunumunda yerel yönetimlerle birlikte hareket etmesinin üzerinde önemle durmuştur. Yerel yönetimlerin yanında sivil toplum örgütlerinin, özel sektörün ve diğer katılımcı mekanizmaların da merkezi yönetimin yanında yer almasının gerekliliği vurgulanmıştır. Bu bağlamda da Kent Konseyleri oluşturulmuştur. Kent konseyleri ya da benzeri platformlarda kadınların temsil edilmede yetersiz kalması, ülkenin genel temsil yapısının yerel düzeydeki izdüşümünü de etkilemektedir. Kadınların yerel seçimlerde çok düşük bir temsil oranına sahip olması, kentte ya da bölgede kadına dair sorunların ele alınmamasına, sorunların birikmesine ve yerelde kadınların katılma potansiyelinin azalmasına neden olmaktadır. Kent konseylerinde önemli bir rol oynayan kadın meclisleri; vali, seçilmiş yerel yöneticiler, muhtarlar gibi temsilciler içinde kadın katılımcıların sayısının yetersiz olduğu görülmektedir. Ülke genelinde Kent Konseyi’nde yeterli derecede kadın katılımının olmaması, kadın sayısının oranının düşük olmasına yol açmaktadır. Çalışmada örnek alan olarak, İstanbul ilinden Esenler ve Kağıthane Kent konseyleri seçilmiştir. Feminizm kavramı, kent konseylerinin oluşumu ve kent konseyi içinde yer alan kadın meclisleri kavramsal çerçevede incelenecektir. Kent konseyi çalışmalarında ve alınan kararlarda kadın meclisinin durumu, kararlardaki etkisi ile ilgili iki kent konseyinde yapılan görüşmeler sonucunda elde edilen veriler üzerinden karşılaştırmalı bir değerlendirme yapılacaktır.
The local agenda 21 Action Plan and the local governments are on the forefront. This document emphasized the importance of the central administration to act together with local governments in the service offering by giving more tasks to local governments. In addition to local governments, the need for civil society organizations, the private sector and other participating mechanisms to be part of the central administration has been emphasized. In this context, the city councils were formed. The lack of representation of women in municipal councils or similar platforms also affects the disruption of the general representation structure of the country at the local level. The very low representation rate of women in local elections leads to the lack of addressing women’s problems in the city or region, the accumulation of problems and the reduction of women’s potential to participate in local elections. Women’s councils, which play an important role in the city councils; representatives such as governors, elected local governors, mayors, the number of women participants appears to be insufficient. The lack of sufficient women’s participation in the City Council throughout the country leads to a low proportion of women. As an example area in the study, Esenler and Paper Town Councils from the province of Istanbul were selected. The concept of feminism, the formation of city councils and the women councils within the city councils will be examined in the conceptual framework. In the work of the City Council and in the decisions taken, the situation of the women’s council will be comparative assessment on the basis of the data obtained from the talks held in the two city councils on the impact of the decisions.
