Abstract:

Özet SSCB’nin dağılmasıyla birlikte Rusya Federasyonu ekonomik olarak sıkıntılar yaşamaya başlamıştır. V. Putin’in başkanlığa gelmesi ile birlikte ekonomik sıkıntılar önemli ölçüde çözülmüş ve ülke uluslararası arenada söz sahibi olmaya başlamıştır. Zaman zaman “sert güç” yollarına vurgu yapan V. Putin son dönemde uluslararası kamuoyunda oluşan “otoriter Rusya” algısını kırmak veya yumuşatmak amacıyla diplomaside “yumuşak güç” enstrümanlarına destek vermeye başlamıştır. V. Putin’in 2012 yılı başkanlık seçimi sürecinde kaleme aldığı makalede dış politika ve uluslararası ilişkilere ilişkin değerlendirmesinde “yumuşak güç” unsurlarına değinmiştir. Özellikle BDT ve soydaşlarının bulunduğu coğrafyada eğitim ve kültür merkezlerinin desteklenmesi ve Rus kültürü ve dilinin yayılmasına vurgu yapmıştır. Bu kapsamda Rusya Federasyonu Rossotrudniçestvo, Ruskiy Mir Vakfı, A. M. Gorçakov Kamu Diplomasisi Vakfı ve Dış İşleri Bakanlığı (Rusya Uluslararası İlişkiler Konseyi ve Dış Politika ve Savunma Konseyi) kurumların faaliyetlerinin desteklenmesine önem vermektedir. After solving the country’s economic woes with V. Putin, it became a voice on the international arena. Highlighting ways of “hard power” during the period of V. Putin, the same actor tries to break the understanding of “Authoritarian Russia” in the rest of the world while supporting “soft power” instruments in diplomacy. V. Putin mentioned “soft power” elements in his article evaluating foreign politics and international arena during the presidential election period in 2012. He especially emphasized supporting the educational and Cultural Centers and to spreading the Russian language and culture in the CIS and the geography of the compatriots. In this context, the Russian Federation Rossotrudnichestvo pays special attention that Ruskiy Mir Foundation, Gorchakov Public Diplomacy Foundation and The Russian International Affairs Council and the Foreign Policy and Defense Council are supported.  Keywords: Russia, Rossotrudnichestvo, Ruskiy Mir Foundation, A.M.
