Abstract:

The aim of our study is to prepare a new human development index including income distribution justice. For this purpose, the human development index (HDI) prepared by the United Nations Development Program (UNDP) and the Gini coefficient are combined. In this way, it is aimed to calculate and rank the human development of countries in a more realistic way. For the HDI prepared by UNDP, it uses three indicators covering the education, health and income dimensions of the countries. However, since the income distribution justice is not included in this calculation, the development rankings do not fully reflect economic reality. In our study, income distribution justice dimension was included in three indicators of HDI. The human development index calculated with 189 countries for 2017 was recalculated by including the Gini coefficient data of all countries. When we apply the Human Development Index Containing Gini HD (HDIG) that we derived in our study, the human development rankings of all the other countries except for 13 countries changed substantially. With this study, a new index is obtained by revising and developing HDI. This study proposes the use of a new human development index which demonstrates the extent to which income distribution justice affects the development levels of countries.
