In the parliamentary system, whose roots extend to the Second Constitutional System, various legal arrangements were made to correct the problematic aspects of the system and to enable the people to actively participate in the management process, participatory mechanisms were developed. In this framework, in the Municipal Law No. 5393 of 2005, regulations were put in the foreground to ensure that people's opinions are taken into account in the local decisions and that mechanisms to ensure that they are included in the administrative processes. In this way, it is desirable that citizens should be included in the policy development processes. As a result, Article 76 of the Municipal Law No. 5393 and the "City Councils" application have entered into the legislation of local governments. First, the development process of city councils and their place in legal legislation were analyzed. Second, as one of the city councils established in Turkey, the development of Bursa City Council in the process since its foundation has been examined. In this context, activities carried out by the Council in the context of the participation of local citizens in urban management and their reflections on urban management were discussed. In this study, a field study was carried out in order to determine the knowledge levels of citizens living in Bursa and their participation in the studies of the city council. The population of the city of Bursa is 2,901.396 according to the data of the year 2017. For the field study the city of Bursa has been divided into 7 districts on basis of central townships. Considering the population distribution of these 7 districts, the "Laminar Random Sampling Method" has been used. When the answers given by the people who participated in the field study is analyzed, it is revealed that the Bursa City Council is known at a high rate. The people are aware of the existence of such an institution but they do not pay enough attention to the works of this institution.
