Abstract:

Due to the poor reputation of the concept of human intervention, which is preparing the ground for the pleasant intervention of other states by justifying the problem in one state, it was necessary to create a concept that includes the principles of intervention to protect the people who are subjected to violence and mass torture in a way that removes the doubts of the international society. For this purpose, the terms, principles and how authorities have adopted the concept of protection responsibility as a result of UN-level studies to create a legal underground for humanitarian crises. This study examined the nature and developments of the concept of protection responsibility used instead of the concept of human intervention to prevent the pleasant intervention of the states. The criticism of how the concept is seen by the international community and the problems it faces in the context of Syria and the criticism of this concept has been addressed. This study, which describes why the protection responsibility is not implemented in Syria, evaluates the effects of the conflicting interests of the global forces in the context of their dual approach to the issue in the non-resolution of the Syrian crisis.
