Abstract:

In this study, it has been aimed that the first strategic plans of 16 metropolitan municipalities, which were put in application in 2006/2007, are evaluated. For this reason, the evaluation criteria consisting of 77 questions are determined with respect to the current regulations for strategic planning in Turkish Public Organizations, and those criteria are grouped under five different titles as preparation process, situation analysis, future outlook, cost analysis and control/evaluation process. The strategic plans are examined based on the criteria and evaluated if they meet the requirements. Also, it is determined what degree each criterion is met. The findings obtained in this study indicate that the metropolitan municipalities meet the strategic plan requirements substantially, although there are some missing points
