Ülkeler kamu yönetimi sorunlarını çözmek ve sistemlerini iyileştirmek için politika transferi yöntemine başvurabilmektedir. Ülkemizin de zaman zaman kamu yönetiminde reform bağlamında politika transferini kullandığı söylenebilir. Bu çalışmada 5018 sayılı yasa ile ülkemizde kamu kurumlarında hayata geçirilen stratejik planlama uygulamaları politika transferi çerçevesinde ele alınmıştır. Türkiye’nin gerçekleştirdiği bu alandaki politika transferinin, ABD ve İrlanda uygulamaları ile benzeştiği ve ilk etapta dolaylı zorunlu transfer yapıldığı, daha sonra ise gönüllü bir şekilde tekrar söz konusu politika transferine başvurulduğu sonucuna varılmıştır.
Countries can apply to policy transfer methods to solve public administration problems and improve their systems. It can also be said that our country is sometimes using the policy transfer in the context of the public administration. In this study, the Law No. 5018 has addressed the strategic planning practices implemented in our country’s public institutions within the framework of the policy transfer. Turkey's policy transfer in this area is similar to the U.S. and Irish practices, and it is concluded that it was initially made indirect and compulsory transfer, and then voluntarily again applied to the policy transfer.
