Osmanlı tarih çalışmalarında gerek süreç ve koşullar gerek ise temel dinamik ve stratejiler bakımından birçok yönden ele alınan tımar ve malikâne gibi iktisadi politikaların en azından belirli bir zaman aralığı ve bölgede tatbikinde yaşanan sorunların kritik ve analizini yaparak bu alanda yapılan çalışmalara katkı sağlama amacı bu çalışmanın temel hareket noktasını oluşturmaktadır. Bu noktadan hareketle, çalışmada söz konusu iktisadi politikaların tatbikinde ne tür sorunların yaşandığı, bu sorunların kaynağının ne olduğu ve bu sorunlar karşısında devletin nasıl bir çözüm geliştirdiği şeklindeki sorular yanıtlanmaya çalışılmaktadır. Çalışmanın yukarıda tanımlanan problematiğine ilişkin olarak zengin muhtevasına istinaden 1742-1751 yılları arasında Maraş eyaleti ve bağlı birimlere gönderilen hükümlerin birer suretlerini ihtiva eden I Numaralı Maraş Ahkâm Defteri temel başvuru kaynağı olarak belirlenmiştir. Ancak, söz konusu defterde tüm idari birimlere gönderilen hükümlerin incelenmesi bir makale kapsamını aşması dolayısıyla bu çalışmada sadece günümüz Adıyaman ili sınırlarını oluşturan Hısn-ı Mansur, Behisni, Kâhta, Gerger ve Samsad gibi idari birimlere gönderilen hükümlerin analiz ve kritiği yapılmıştır. Yapılan analizlerden, ortaya çıkan sorunların kaynağının farklılık gösterdiği görülmektedir. Buna göre, sorunların kaynağı reayadan kimseler olduğu gibi devleti temsil eden sipahi ve mültezimler de olabilmekteydi. Tahsilinde en çok sıkıntı yaşanan vergi türleri ise tahsil usul ve esaslarının özgünlüğüne bağlı olarak avarız vergileri olmuştur. İzahı yapılan tüm sorunlar karşısında Osmanlı Devleti kurum ve kurallarıyla gerek reayayı gerek ise sipahi ve mültezimleri kendi idari ve yasal konumları çerçevesinde tutarak iktisadi politikaların nizam içerisinde tatbikine muazzam bir özen göstermek olmuştur. I Numaralı Maraş Ahkâm Defteri temelinde tespiti yapılan tüm bu bulguların çalışmanın amacı çerçevesinde belirtilen hususların aydınlatılabilmesine katkı sağlayacağı düşünülmektedir.
In the Ottoman history studies need processes and conditions, but the main point of action of this study is to contribute to the work in this field by making critical and analysis of the problems experienced in the practice in the region, at least a certain time range of economic policies, such as the main dynamics and strategies, which are addressed in many ways. From this point of view, the study tries to answer the questions about what kind of problems occur in the practice of the economic policies in question, what the source of these problems is and how the state has developed a solution to these problems. In relation to the above-defined problem of the study, it was determined as the primary source of application, which contains a single form of the provisions sent to the state of Maraş between 1742-1751 years and associated units. However, the examination of the provisions sent to all administrative units in this book exceeds the scope of an article, so in this study the analysis and criticism of the provisions sent to administrative units such as Hısn-i Mansur, Behisni, Kâhta, Gerger and Samsad, which only make up the limits of today's Namiyaman. Analysis shows the source of the problems that occur. According to this, the source of problems could be the people who represent the state and refugees, as well as those who represent the state. The most difficult types of taxes in the taxation are taxes based on the originality of the taxation procedure and the basis of the taxation. In the face of all the problems made, the Ottoman State institutions and rules need to be rejoiced, but it has been a great deal of attention to the practice of economic policies in the framework of its administrative and legal positions by keeping the refugee and refugees in the framework. It is believed that all these findings identified on the basis of the number I of the Maraş Ahkâm Book will contribute to the enlightenment of the objectives specified in the framework of the study.
