Emevîlerin İlk Mısır ve Mağrib Valisi Mesleme Bin Muhalled El-ensârî

Abstract:

Mısır toprakları, tarih boyunca çok farklı inançları içinde barındırmış bir coğrafyadır. Bölge, fethinden önce Bizans’ın önemli bir eyaleti iken, fethinden sonra da Müslümanların gözde bir vilayeti olmuştur. Halifeler, sahip olduğu pek çok özellik sebebiyle Mısır’a önem vermişler, atadıkları idarecileri özenle seçmişlerdir. Çalışmamızın konusu olan Emevîlerin Mısır valilerinden Mesleme b. Muhalled, bölgede yaklaşık on beş yıl valilik yapmıştır. Kendisi Mısır’ın fethinde bulunmuş, gösterdiği kahramanlıklarla göz doldurmuş, fatih komutan Amr b. el-Âs’a en yakın isimlerden biri olmuştur. Mesleme mümtaz bir sahâbî, meşhur bir komutan ve siyasî alanda yeterliliğine şahit olunmuş bir idarecidir. Tüm gayreti halkın refahı için olmuştur. Valilik yaptığı dönemde hem Mısır hem de Kuzey Afrika müreffeh ve sükûnet içerisinde bir süreç geçirmiştir. Cami mimarisine ilk defa minare eklemek suretiyle İslâm âlemine eşsiz bir katkı sunmuş, bayındırlık alanında Mısır’a büyük hizmetler vermiştir. Özellikle Emevîlerin Mısır politikasını anlamak için Mesleme’nin 47-62/667-682 tarihleri arasındaki valilik yıllarını incelemek önemlidir. Mesleme aynı zamanda Mısır ile birlikte Mağrib’de idarecilik yapan ilk vali olma özelliğini taşır. Çalışmamızda Mesleme b. Muhalled’in hayatı ve İslâm fetihlerindeki rolü ile Muâviye tarafından atandığı Mısır valiliği konuları, ilk dönem kaynakları başta olmak üzere birçok kaynak tarafsız bir şekilde taranarak ele alınacak, Mesleme’nin şahsında Emevîler’in Mısır politikası incelenecektir.

Abstract:

The Egyptian territory is a geography that has been hosted in many different beliefs throughout history. The region was a major state of Byzantine before its conquest, while after its conquest it became a favourite province of Muslims. The caliphs took care of Egypt because of the many qualities it possessed, and carefully chosen the rulers they appointed. The subject of our work, the Egyptian Governor of the Emevians, Mesleme b. Muhalled, has been governor in the region for about fifteen years. He was one of the names closest to the commander of Fatih, Amr b. al-As, who was found under the conquest of Egypt, filled with his heroism. The profession is a well-known commander, a well-known commander, and a witness to his competence in the political field. Every effort was for the people’s well-being. During his rule, both Egypt and North Africa had a process of prosperity and peace. For the first time in the architecture of Cami, it has offered a unique contribution to the Islamic world by adding minars to its architecture, and it has given great services to Egypt in the field of suburbanity. It is especially important to consider the governance years between the dates 47-62/667-682 of the Messiah to understand the Egyptian policy of the Emevites. The profession also carries the character of being the first governor in Maghreb together with Egypt. In our work, the issues of the Egyptian governance assigned by Muâviye to the life of Meshma B. Muhalled and his role in the Islamic conquests will be addressed by scanning many sources, including first-term resources, in a neutral way, and the Egyptian policy of the Emevîs will be examined in the person of Meshma.

It had been an important province of Byzantium before the conquest of the region and it became a favorite province of the Muslims after the conquest. The caliphs attached importance to the Egypt due to its various characteristics and they carefully selected the administrators they appointed. The subject of our study is Maslama ibn Mukhallad, one of the governors of the Umayyad who ruled the region for about fifteen years. He himself took part in the conquest of Egypt and became one of the closest names to Amr ibn. al-As with his heroic acts. He was an eminent companion, a famous commander and an administrator whose competence has been witnessed in the political field. All his efforts were for the welfare of the people. During his time as the governor, both Egypt and the North Africa went through a prosperous and peaceful era. He made a unique contribution in Islamic world by adding minarets to the mosque architecture for the first time and provided great services to Egypt in the field of public works. It is important to examine especially Maslama's governorship years between 47-62/667-682, in order to understand the Egyptian policy of the Umayyad. Maslama also was the first governor in the Maghreb along with Egypt In our study, the life of Maslama ibn Mukhallad and his role in the conquests of Islam and the governorship of Egypt which he was appointed by Muawiyah will be discussed objectively by reviewing many sources, especially the sources on the first period, and the Egyptian policy of the Umayyad in the person of Maslama will be examined.
