Abstract:

In the article, the foreign policy crisis in which Turkey is the direct side of the foreign policy emphasis is examined in particular by the Cyprus and Nahçıvan crises. In Turkey’s foreign policy, the emphasis on the promise, the status and peace are largely preserved principles. In the crises in which these principles and statutes were violated, Turkey has taken care of preserving its legitimacy in terms of international law. The status of a agreed agreement can only be terminated by a negotiation between the signing parties. Even with these negotiations, a new/actual status can be created. The acceptance of the Act or the violation of the Act by practical actions will eliminate a process of negotiation between the signing States. In this case, as seen in the Cyprus and Nahçıvan crises, there is an increase in the possibility of military conflict between the parties. The sensitivity that Turkey has shown in terms of its own border security, territorial integrity and the law of the covenant, also occurs when the covenant law obligations outside its national borders are violated. In such circumstances, Turkey is not avoiding the application of compulsory diplomacy strategies and the use of power. This also gives Turkey the chance to end such crises without a topical war.
