Abstract:

Grand National Assembly of Turkey in Ankara was opened in 23 April 1920. This assembly directed the liberation struggle of Anatolia, which was occupied after the First World War. Acknowledging the Treaty of Lausanne in 1923 with the goal of performing the Parliament of the Republic regime has launched a new era in the history of Turkey. The second term, which was opened in the same year after the renewed elections, started the process of building the basic structures of the new state. Most of Atatürk's revolutions were realized in this period. In the following period, TBMM was renewed regularly every four years. Deputies serving in the parliament in the early Republican period were heavily based on the military and civil bureaucracy and local notables. These groups, who supported the National Struggle, became the main actors in the formation process of the new state. Mahmut Nedim Zabcı, who served in the parliament between 1923-1950, was also a name from the military bureaucracy. Zabcı represented Malatya in the Turkish Grand National Assembly continuously for twenty seven years. With this aspect, he became the longest Malatya deputy in the history of the republic after İsmet İnönü. Zabcı personally witnessed and contributed to the birth process of the new state by attending the parliament in the first quarter of the century. During this period, Zabcı mostly worked within the single-party regime, but also experienced the transition to a multi-party regime. Mahmut Nedim Zabcı, in his long political career, tried to bring the problems of both the country and the constituency of Malatya to the agenda of the parliament and to seek solutions. Zabcı failed to rank in the party nomination roll prior to the 1950 elections. Thus, the Malatya deputy, which had been continuing for seven terms, ended. In this study, the parliamentary life of Malatya Deputy Mahmut Nedim Zabcı, which lasted for twenty seven years within the body of the Turkish Grand National Assembly, is the subject. The proposals and bills submitted by Zabcı to the presidential board together with the speeches of the general assembly will be discussed. Thus, the legislative activities of Mahmut Nedim Zabcı will be studied extensively.
