Abstract:

Employer’s training obligations under the dept of providing occupational health and safety (OHS) has a priority in solving problems related to OHS. Training has an important role in the prevention of work accidents. The purpose of the study carried out in this context is a comparative evaluation of the employer's general obligations regarding to OHS training in Framework Directive, European Union (EU) Countries and Turkey. As a result of the evaluation, it is seen that the Framework Directive obligations have been transferred to the national legislation with additional regulations. However, taking first place of Turkey's fatal occupational accidents in Europe, suggests the existence of problems in the implementation of obligations related to training which have an important role in increasing the level of professional awareness and understanding the risks. In order to increase the effectiveness of the trainings, not only policies for employees are sufficient, but also policies adopted by all social partners at the national level should be included.
