Abstract:

The Ombudsman is a supervisory mechanism established with the main objective of supervision of public administrations and the protection of citizens’ rights against administration. The institution that hears the public’s complaints and examines these complaints and reveals the side of the administration, the results are shared with both the interlocutor administration and the parliament and the public. Established to defend citizens against unfair actions and processes, the institution serves to develop human rights with its neutrality and independence and to place a culture of rights search. In Turkey, the Public Audit Authority has been commissioned to examine all kinds of actions, processes, attitudes and behaviors of the administration in the sense of justice based on human rights in terms of compliance with law and justice. In this context, the study pointed out how the institution has developed its activities over the years and how these fields of activity have been developed. The qualifications of the applications made to the institution and the way the institution received were sought to be analyzed in a short time. It is believed that more effective and efficient monitoring aimed together with the principles of good governance will make the Turkish public administration system more democratic and respect for human rights.
