H.1249/M.1833 Tarihli D.CMH.d.27300 Numaralı Cizye Muhasebe Defterine Göre Kıbrıs’ta Gayrimüslimler

Bu çalışma, Türkiye Cumhuriyeti Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı'nda bulunan H.1249/M.1833 Tarihli D.CMH.d.27300 Numaralı Kıbrıs Cizye Muhasebe Defteri’ne göre Ada’da yaşayan gayrimüslimlerin Osmanlı Devleti’ne ödedikleri cizye vergisi miktarı hakkında literatüre katkı sağlamayı amaçlamaktadır. Osmanlı 1571 yılında Kıbrıs’ı fethettikten hemen sonra burada yaşayan gayrimüslimlerden cizye vergisi tahsil etmiştir. Nitekim incelenen cizye muhasebe defterine göre Ada’da yaşayan gayrimüslimler cizyelerini âlâ, evsât ve ednâ olarak ödemiş ve mezkûr yılda toplam 21.039 kişiden bu vergi tahsili geçekleşmiştir. Buna göre gayrimüslimlerden tahsil edilmesi muhtemel cizye vergisi 636.628 kuruştur. Ada’daki gayrimüslimlerin cizye vergisini çoğunlukla âlâ sınıfında ödemesi ekonomik olarak iyi durumda olduklarını göstermesi açsından önemlidir. Nitekim 1833 Tarihli Kıbrıs Temettuât Defteri de Kıbrıs’ta yaşayan gayrimüslimlerin tarım ve ticaret açısından Müslümanlara göre daha iyi durumda olduklarını göstermektedir. Ayrıca incelenen deftere göre gayrimüslimlerin Kıbrıs’ın bütün kazalarında yaşadıkları da tespit edilmiştir.

Abstract:

This study aims to contribute to the literature on the amount of the tax tax they pay to the Ottoman State by non-Muslims living in the island according to the D.CMH.d.27300 dated H.1249/M.1833 in the Presidential State Archives of the Republic of Turkey. After the Ottoman conquest of Cyprus in 1571, the non-Muslims who lived here immediately charged the tax. In fact, according to the examined cizye accounting book, the non-Muslims living in the island paid their cizes as âla, evsât and ednâ and this tax assignment was passed from a total of 21,039 people per year. According to this, the tax rate for non-Muslims is 636,628 cents. It is important for non-Muslims on the island to show that they are economically in good condition, mostly paying the tax on the island. In fact, the 1833 Cyprus Temettuât Book also shows that non-Muslims living in Cyprus are in a better condition than Muslims in terms of agriculture and trade. According to the study, it has also been found that non-Muslims have lived in all of the crashes in Cyprus.

This study aims to contribute to the literature on the amount of tax paid by non-Muslims living on the island to the Ottoman State according to the Cyprus Cizye Accounting Book No H.1249 / M.1833 dated D.CMH. After the Ottomans conquered Cyprus in 1571, they collected tax on non-Muslims living here. As a matter of fact, according to the reviewed tax accounting book, non-Muslims living on the island paid their jizya in terms of âlâ, evsât and edna and this tax was collected from a total of 21,039 people in the aforementioned year. Accordingly, the probable capitation tax to be collected from non-Muslims is 636,628 kurus. In addition, it is important that the non-Muslims on the island pay the taxpayer taxes mostly in the very class, showing that they are economically well off. As a matter of fact, the Cyprus Temettuat Book dated 1833 shows that non-Muslims living in Cyprus are in a better situation than Muslims in terms of agriculture and trade. Also, according to the examined book, it was determined that non-Muslims lived in all the counties of Cyprus.
