Almanya Federal Cumhuriyeti, Dış Kültür ve Eğitim Politikası çerçevesinde, Alman dilini, kültürünü ve eğitimini yurt dışında tanıtarak ve yabancı ortaklarla iş birliği yaparak uluslararası ilişkilerini güçlendirmeyi amaçlamaktadır. Bu politika öncelikle Federal Dışişleri Bakanlığı’nın görevi olsa da çeşitli kurum ve kuruluşlar aracılığıyla uygulanmaktadır. Bu kurum ve kuruluşlar aracılığıyla Alman Dış Kültür ve Eğitim Politikası, dünyanın birçok yerinde olduğu gibi Türkiye’de de kendisini çeşitli şekillerde göstermektedir. Bu yazının amacı, Alman Dış Kültür ve Eğitim Politikası’nın dil ve eğitim alanları özelinde Türkiye’ye nasıl yansıdığını incelemektir. Bu doğrultuda, öncelikle Federal Dışişleri Bakanlığı Kültür ve Toplum Dairesi tanıtılacaktır. Ardından Kültür Bakanlığı Konferansı’nın belirli komiteleri ile Pedagojik Değişim Servisi ve Yurtdışı Eğitim Merkezi gibi kurumların yanı sıra, Goethe Enstitüsü ve Alman Akademik Değişim Servisi gibi kuruluşların Türkiye’de yaptıkları çalışmalar incelenecektir. Son olarak, bu kurum ve kuruluşların müşterek yürüttükleri çalışmalar da ele alınacaktır. Böylece, Almanya’nın Dış Kültür ve Eğitim Politikası’nın Türkiye’deki yeri ve önemi belirlenmeye çalışılacaktır.
The Federal Republic of Germany, within the framework of the Foreign Culture and Education Policy, aims to strengthen its international relations by introducing its German language, culture and education abroad and by cooperating with foreign partners. This policy is primarily the task of the Federal Ministry of Foreign Affairs, but it is implemented through various institutions and organizations. Through these institutions and organizations, German Foreign Culture and Education Policy, as in many places in the world, shows itself in different ways in Turkey. The purpose of this article is to explore how the German Foreign Culture and Education Policy reflects on Turkey in specific languages and educational fields. In this regard, the Federal Ministry of Foreign Affairs will first be presented to the Office of Culture and Society. Then the committees of the Ministry of Culture Conference and institutions such as the Pedagogical Exchange Service and the Foreign Education Center, as well as organizations such as the Goethe Institute and the German Academic Exchange Service will study the work they do in Turkey. Finally, these institutions and organizations will also be addressed by the work they do with the client. Thus, we will try to determine the place and importance of the foreign culture and education policy of Germany in Turkey.
