Abstract:

Children have a special set of rights because they are children. The United Nations Convention on the Rights of the Child (United Nations Convention on the Rights of the Child) was adopted on November 20, 1989 and entered into force on September 14, 1990. This Convention, which focuses on the development of the child as a healthy individual, adopts the principles of prohibition of discrimination, life and development, priority recognition, consideration of opinions and participation. In the framework of my own principles, children who make up a sensitive side of society are required separate organizations and policies within the public administration, in order to not encounter negative and ensure quality of life. In the framework of the statements, this study examines what kind of organizational structure is applicable and what kind of policies are promoted in the countries with children (Norway, Sweden, the Netherlands, Iceland, Belgium and Portugal). In the conducted study, the organization aimed at the child has found that the governance structures and cultures of the countries are effective, and the central administration has emphasized the protection of the child that covers child abuse. Local governments are clear that while taking some tasks in the protection of children in order to complete the central administration, they are more prominent in the field of education, child welfare and social services. In the relevant countries, the child is mainly treated within the health and social services system, while family-focused approaches (based on the essence of participation and relationships) are also seen to gain importance.
